20.115(7) (7)Agricultural resource management.
20.115(7)(a)(a) General program operations. The amounts in the schedule for general program operations related to agricultural resource management other than agrichemical management.
20.115(7)(b) (b) Principal repayment and interest, conservation reserve enhancement. A sum sufficient to reimburse s. 20.866 (1) (u) for the principal and interest costs incurred in financing the conservation reserve enhancement program under s. 20.866 (2) (wf) and to make the payments determined by the building commission under s. 13.488 (1) (m) that are attributable to the proceeds of obligations incurred in financing those projects.
20.115(7)(c) (c) Soil and water resource management program. As a continuing appropriation, the amounts in the schedule for the soil and water resource management program under s. 92.14.
20.115(7)(d) (d) Drainage board grants. The amounts in the schedule for grants to drainage boards under s. 88.15. No moneys may be encumbered from this appropriation after June 30, 2004.
20.115(7)(e) (e) Agricultural chemical cleanup program; general fund. Biennially, the amounts in the schedule for reimbursement of corrective action costs under s. 94.73.
20.115(7)(f) (f) Principal repayment and interest; soil and water. A sum sufficient to reimburse s. 20.866 (1) (u) for the payment of principal and interest costs incurred in providing funds for soil and water resource management projects under s. 92.14 and to make the payments determined by the building commission under s. 13.488 (1) (m) that are attributable to the proceeds of obligations incurred in financing those projects.
20.115(7)(g) (g) Agricultural impact statements. All moneys received by the department under s. 32.035 from the preparation of agricultural impact statements for general program operations.
20.115(7)(ga) (ga) Related services. All moneys received from publication sales and service fees authorized by law that are related to agricultural resource management, from fees under s. 94.50 and from costs paid by municipalities under s. 88.64 (6), for the publication of informational materials and the conduct of services related to agricultural resource management.
20.115(7)(gb) (gb) Agricultural resource management; gifts and grants. All moneys received from gifts, grants and bequests for the agricultural resource management purposes under chs. 88 and 91 to 94 to carry out the purposes for which made.
20.115(7)(gm) (gm) Seed testing and labeling. All moneys received from fees under ss. 94.43 (3) and (4) and 94.45 (3) for seed testing and labeling activities.
20.115(7)(h) (h) Fertilizer research assessments. All moneys collected under ss. 94.64 (4) (a) 2. and 94.65 (6) (a) 3. to be used as provided in s. 94.64 (8m) for fertilizer research. The department may use up to 3.5% of the gross amount collected for administrative expenses incurred by the department to collect moneys under ss. 94.64 (4) (a) 2. and 94.65 (6) (a) 3. Moneys under this paragraph may not be used for any other research or to influence either state or federal legislation.
20.115(7)(ha) (ha) Liming material research funds. All moneys received under s. 94.66 (9) for research on liming materials or crop response to liming materials and other purposes as specified under s. 94.66 (9).
20.115(7)(ja) (ja) Plant protection. All moneys received under s. 94.10 (2), (3) and (3g) for plant protection, including nursery regulation and the detection and control of plant pests.
20.115(7)(k) (k) Agricultural resource management services. All moneys received from other state agencies for agricultural resource management.
20.115(7)(m) (m) Federal funds. All federal moneys received as authorized by the governor under s. 16.54 for agricultural resource management.
20.115(7)(q) (q) Gypsy moth eradication; conservation fund. From the conservation fund, the amounts in the schedule for the department to eradicate gypsy moths under chs. 93 to 100.
20.115(7)(qb) (qb) Gypsy moth eradication; segregated revenues. From the conservation fund, as a continuing appropriation, on June 30 of each year, an amount equal to all moneys received from surcharges under s. 28.06 (2m) since the previous June 30, for gypsy moth eradication.
20.115(7)(qc) (qc) Plant protection; conservation fund. From the conservation fund, the amounts in the schedule for plant protection, including nursery regulation and control of plant pests.
20.115(7)(qd) (qd) Soil and water management; environmental fund. From the environmental fund, the amounts in the schedule for the soil and water resource management program under s. 92.14.
20.115(7)(r) (r) General program operations; agrichemical management. From the agrichemical management fund, the amounts in the schedule for general program operations related to agrichemical management.
20.115(7)(s) (s) Groundwater — standards; implementation. From the agrichemical management fund, the amounts in the schedule to develop groundwater standards and implement ch. 160.
20.115(7)(t) (t) Fertilizer, additives and commercial feed regulation. From the agrichemical management fund, the amounts in the schedule for the regulation of fertilizer, soil and plant additives and commercial feed.
20.115(7)(u) (u) Pesticide regulation and administration of agricultural chemical cleanup program. From the agrichemical management fund, the amounts in the schedule for pesticide regulation and for administration of the agricultural chemical cleanup program under s. 94.73.
20.115(7)(ue) (ue) Pesticide sales and use reporting system development. From the environmental fund, as a continuing appropriation, the amounts in the schedule for assistance in developing the pesticide sales and use reporting system under s. 94.695.
20.115(7)(v) (v) Chemical and container disposal. From the agrichemical management fund, the amounts in the schedule for chemical and container collection grants under s. 93.55.
20.115(7)(wm) (wm) Agricultural chemical cleanup reimbursement. From the agricultural chemical cleanup fund, as a continuing appropriation, the amounts in the schedule for reimbursement of corrective action costs under s. 94.73.
20.115(8) (8)Central administrative services.
20.115(8)(a)(a) General program operations. The amounts in the schedule for general program operations to provide central administrative services.
20.115(8)(g) (g) Gifts and grants. Except as provided in subs. (2) (gb), (3) (ga), (4) (i) and (7) (gb), all moneys received from gifts and grants to carry out the purposes for which made.
20.115(8)(ga) (ga) Milk standards program. All moneys received as payment for milk standards produced and used in the calibration and verification of instruments used for milk component testing and related costs for the milk standards program.
20.115(8)(gm) (gm) Enforcement cost recovery. The amounts in the schedule for the purpose of enforcement. Except as provided in s. 93.20 (4), all moneys received by the department pursuant to a court order under s. 93.20 (2) as reimbursement of enforcement costs, or as part of a settlement agreement or deferred prosecution agreement that includes amounts for enforcement costs described in s. 93.20 (3) shall be credited to this appropriation.
20.115(8)(h) (h) Sale of material and supplies. All moneys received from the sale of publications and other informational material and supplies for the preparation of material and purchase of supplies.
20.115(8)(ha) (ha) General laboratory related services. All moneys received from service fees for the performance of general laboratory services under s. 93.06 and other laws under which the department performs testing services. The department may not transfer money from any appropriation under this section to this appropriation.
20.115(8)(hm) (hm) Restitution. All moneys received by the department as court-ordered restitution to victims or payments for other persons represented by the department for the purpose of making the restitution or payments and for the department's costs in administering the restitution or payments, as authorized by court order.
20.115(8)(i) (i) Related services. The amounts in the schedule for the conduct of central administrative services for which service fees are assessed. All moneys received from service fees for central administrative services shall be credited to this appropriation.
20.115(8)(j) (j) Electronic processing. All moneys received under s. 93.06 (1n) to be used for electronic processing authorized under s. 93.06 (1n) (a) and (b).
20.115(8)(k) (k) Computer system equipment, staff and services. The amounts in the schedule for the costs of computer system equipment, staff and services. All moneys received from the department for those purposes shall be credited to this appropriation account.
20.115(8)(kL) (kL) Central services. All moneys received from the department for program-specific services that are performed centrally, except moneys received under par. (km) or (kp), for the purpose of performing those services.
20.115(8)(km) (km) General laboratory services. Biennially, the amounts in the schedule for the costs of the services performed by the department's central laboratory. All moneys received from the department for those services shall be credited to this appropriation.
20.115(8)(kp) (kp) General laboratory services; other agencies. All moneys received from general laboratory service fees from other state agencies for the costs of general laboratory services performed by the department under s. 93.06 (1p).
20.115(8)(ks) (ks) State contractual services. All moneys received from other state agencies for the costs of the services performed under contracts with those state agencies.
20.115(8)(m) (m) Federal funds. All moneys received from the federal government as authorized by the governor under s. 16.54 for central administrative services.
20.115(8)(pz) (pz) Indirect cost reimbursements. All moneys received from the federal government as reimbursement of indirect costs of grants and contracts for the purposes authorized in s. 16.54 (9) (b).
20.143 20.143 Commerce, department of. There is appropriated to the department of commerce for the following programs:
20.143(1) (1)Economic and community development.
20.143(1)(a)(a) General program operations. The amounts in the schedule for general program operations under subchs. I and III to VIII of ch. 560.
20.143(1)(b) (b) Economic development promotion, plans and studies. The amounts in the schedule for economic development promotion under ch. 560 and for economic development plans and studies under ss. 560.01, 560.03, 560.07, 560.08, 560.09 and 560.905.
20.143(1)(bm) (bm) Aid to Forward Wisconsin, Inc. The amounts in the schedule for aids to Forward Wisconsin, Inc., to be used for advertising, marketing and promotional activities within the United States for economic development of this state and for salary, travel and other expenses directly incurred by Forward Wisconsin, Inc., in its economic development promotion activities, subject to s. 16.501.
20.143(1)(br) (br) Brownfields grant program; general purpose revenue. The amounts in the schedule for grants under s. 560.13.
20.143(1)(c) (c) Wisconsin development fund; grants, loans, reimbursements and assistance. Biennially, the amounts in the schedule for grants under ss. 560.145, 560.16, 560.175 and 560.26; for grants and loans under ss. 560.62, 560.63 and 560.66; for loans under s. 560.147; for reimbursements under s. 560.167; for providing assistance under s. 560.06; for the costs specified in s. 560.607; for the loan under 1999 Wisconsin Act 9, section 9110 (4); and for the grants under 1995 Wisconsin Act 27, section 9116 (7gg), 1995 Wisconsin Act 119, section 2 (1), 1997 Wisconsin Act 27, section 9110 (6g), and 1999 Wisconsin Act 9, section 9110 (5). Of the amounts in the schedule, $50,000 shall be allocated in each of fiscal years 1997-98 and 1998-99 for providing the assistance under s. 560.06 (1). Notwithstanding s. 560.607, of the amounts in the schedule, $125,000 shall be allocated in each of 4 consecutive fiscal years, beginning with fiscal year 1998-99, for grants and loans under s. 560.62 (1) (a).
20.143(1)(cb) (cb) Wisconsin development fund; technology and pollution control and abatement grants and loans, assistance. Biennially, the amounts in the schedule for technology and pollution control and abatement grants and loans under s. 560.65. No funds may be encumbered from this appropriation after June 30, 1997.
20.143(1)(cf) (cf) Community-based, nonprofit organization grant for educational project. The amounts in the schedule for the grant under 1993 Wisconsin Act 16, section 9115 (1h). No moneys may be encumbered under this paragraph after June 30, 1995.
20.143(1)(d) (d) High-technology business development corporation. The amounts in the schedule for the grants specified in s. 560.27 (1) (b) and (3).
20.143(1)(dr) (dr) Main street program. The amounts in the schedule to operate the state main street program under s. 560.081.
20.143(1)(e) (e) Technology-based economic development. The amounts in the schedule for general program operations under subch. IX of ch. 560.
20.143(1)(em) (em) Hazardous pollution prevention; contract. The amounts in the schedule for contracting under s. 560.19 (2).
20.143(1)(en) (en) Business development initiative. The amounts in the schedule for grants and loans under s. 560.20.
20.143(1)(er) (er) Rural economic development program. Biennially, the amounts in the schedule for grants and loans under s. 560.17.
20.143(1)(ew) (ew) International trade, business and economic development grant. Biennially, the amounts in the schedule for the grants under 1993 Wisconsin Act 437, section 9115 (2x).
20.143(1)(fg) (fg) Community-based economic development programs. The amounts in the schedule for grants under ss. 560.037 and 560.14 and for the grants under 1993 Wisconsin Act 16, section 9115 (1c) and 1999 Wisconsin Act 9, section 9110 (6e) and (7v).
20.143(1)(fm) (fm) Minority business projects; grants and loans. Biennially, the amounts in the schedule for grants under ss. 560.038, 560.039, 560.82 and 560.837, grants and loans under s. 560.83, the grant under 1993 Wisconsin Act 110, section 3, and the loans under 1997 Wisconsin Act 9, section 3.
20.143(1)(fy) (fy) Women's business incubator grant. Biennially, the amounts in the schedule for the grant under 1993 Wisconsin Act 16, section 9115 (2y).
20.143(1)(g) (g) Gifts, grants and proceeds. All moneys received from gifts, donations, grants, bequests and devises and all proceeds from services, conferences and sales of publications and promotional materials to carry out the purposes for which made or collected.
20.143(1)(gc) (gc) Business development assistance center. All moneys received under s. 560.42 (3) (a) for providing materials and services under subch. III of ch. 560.
20.143(1)(gm) (gm) Wisconsin development fund, administration of grants and loans. All moneys received from origination fees under s. 560.68 (3) for administering the programs under subch. V of ch. 560 and for the costs of underwriting grants and loans awarded under subch. V of ch. 560.
20.143(1)(h) (h) Economic development operations. The amounts in the schedule for the department's responsibilities under ss. 234.65 and 560.03 (17). All moneys received under s. 234.65 (1) (f) shall be credited to this appropriation.
20.143(1)(hm) (hm) Certified capital companies. All moneys received under subch. II of ch. 560 for the cost of administering subch. II of ch. 560.
20.143(1)(id) (id) Gaming economic diversification grants and loans; repayments. The amounts in the schedule for grants and loans under s. 560.138. All moneys received in repayment of loans under s. 560.138 shall be credited to this appropriation account.
20.143(1)(ie) (ie) Wisconsin development fund, repayments. All moneys received in repayment of grants or loans under s. 560.085 (4) (b), 1985 stats., s. 560.147, s. 560.16, 1995 stats., s. 560.165, 1993 stats., subch. V of ch. 560 except s. 560.65, 1989 Wisconsin Act 336, section 3015 (1m), 1989 Wisconsin Act 336, section 3015 (2m), 1989 Wisconsin Act 336, section 3015 (3gx), 1997 Wisconsin Act 27, section 9110 (7f), 1997 Wisconsin Act 310, section 2 (2d), and 1999 Wisconsin Act 9, section 9110 (4), to be used for grants and loans under subch. 20.143(1)(if) (if) Mining economic development grants and loans; repayments. All moneys received in repayment of grants or loans under s. 560.135 to be used for grants and loans under s. 560.135.
20.143(1)(ig) (ig) Gaming economic development grants and loans; repayments. The amounts in the schedule for grants and loans under s. 560.137. All moneys received in repayment of loans under s. 560.137 shall be credited to this appropriation account.
20.143(1)(im) (im) Minority business projects; repayments. All moneys received in repayment of grants or loans under s. 560.83 and loans under 1997 Wisconsin Act 9, section 3, to be used for grants and loans under ss. 560.82, 560.83 and 560.837, the grant under 1993 Wisconsin Act 110, section 3, and the loans under 1997 Wisconsin Act 9, section 3.
20.143(1)(in) (in) Business development initiative loan repayments. All moneys received in repayment of loans under s. 560.20 (3), any proceeds from equity investments made by the community development finance company under s. 234.965, 1991 stats., and any unencumbered grant funds returned to the department under 1993 Wisconsin Act 437, section 9115 (1t), to be used for loans and grants under s. 560.20 (3).
20.143(1)(ir) (ir) Rural economic development loan repayments. All moneys received in repayment of loans under s. 560.17, to be used for grants and loans under s. 560.17.
20.143(1)(jc) (jc) Physician and health care provider loan assistance programs repayments; penalties. All moneys received in penalties under ss. 560.183 (6m) and 560.184 (6m), to be used for loan repayments under ss. 560.183 and 560.184.
20.143(1)(jL) (jL) Health care provider loan assistance program; local contributions. All moneys received under s. 560.184 (6) to be used for loan repayments under s. 560.184.
20.143(1)(jm) (jm) Physician loan assistance program; local contributions. All moneys received under s. 560.183 (6) to be used for loan repayments under s. 560.183.
20.143(1)(k) (k) Sale of materials or services. All moneys received from the department or other state agencies, except moneys appropriated under par. (kc), for providing materials and services.
20.143(1)(ka) (ka) Sale of materials and services — local assistance. All moneys received from the department or other state agencies for providing materials and services as local assistance.
20.143(1)(kb) (kb) Sale of materials and services — individuals and organizations. All moneys received from the department or other state agencies for providing materials and services to individuals and organizations.
20.143(1)(kc) (kc) Clean air act compliance assistance. From moneys transferred from the appropriation account under s. 20.370 (2) (bg), the amounts in the schedule for assisting the department of natural resources in administering the small business stationary source technical and environmental compliance assistance program under s. 285.79 and for expenses related to serving as ombudsman for small business stationary sources as required under s. 560.03 (9).
20.143(1)(kf) (kf) American Indian economic development; technical assistance. The amounts in the schedule for grants under s. 560.875 (1). All moneys transferred from the appropriation account under s. 20.505 (8) (hm) 6f. shall be credited to this appropriation account.
20.143(1)(kg) (kg) American Indian economic development; liaison. The amounts in the schedule for the American Indian economic liaison program under s. 560.87, other than for grants under s. 560.87 (6). All moneys transferred from the appropriation account under s. 20.505 (8) (hm) 6g. shall be credited to this appropriation account.
20.143(1)(kh) (kh) American Indian economic development; liaison — grants. The amounts in the schedule for grants under s. 560.87 (6). All moneys transferred from the appropriation account under s. 20.505 (8) (hm) 6h. shall be credited to this appropriation account.
20.143(1)(kj) (kj) Gaming economic development grants and loans. The amounts in the schedule for grants and loans under s. 560.137, for marketing the program under s. 560.137, for the grants under s. 560.139, for the grants to Brown County under 1999 Wisconsin Act 9, section 9110 (1), and for the grant under 1999 Wisconsin Act 9, section 9110 (6c). From this appropriation, the department may expend in each fiscal year for marketing the program under s. 560.137 no more than the difference between $100,000 and the amount that the department spends in the same fiscal year from the appropriation under par. (km) for marketing the program under s. 560.138. All moneys transferred from the appropriation account under s. 20.505 (8) (hm) 6j. shall be credited to this appropriation account.
