2(4) of the statutes; relating to: operating an untitled, unregistered, or

Analysis by the Legislative Reference Bureau
Current law prohibits the operation on a highway of an unregistered or
improperly registered vehicle. This prohibition also applies to a vehicle whose
registration is suspended, revoked, or canceled. A person who violates this
prohibition may be subject to a forfeiture of not more than $500 or, if the vehicle is
an automobile or other vehicle having a gross weight of 10,000 pounds or less, not
more than $200. Current law also prohibits the operation on a highway of a vehicle
for which a certificate of title is required unless the certificate has been issued or
applied for. A person who violates this prohibition may be subject to a forfeiture of
not more than $200.
This bill establishes a minimum forfeiture amount of $100 for a violation of
either of these prohibitions if the violation results in the imposition of a forfeiture.
For further information see the state and local fiscal estimate, which will be
printed as an appendix to this bill.
