Under current law, with certain exceptions, a telecommunications provider is
required to contribute to the universal service fund. In addition, a
telecommunications provider may not establish a surcharge on customer bills to
collect the contributions to the universal service fund. This bill allows a
telecommunications provider to establish a surcharge on customer bills to collect the
contributions that the telecommunications provider is required to make to the
universal service fund.
This bill is introduced as required by s. 227.26 (2) (f), stats., in support of the
action of the joint committee for review of administrative rules in suspending section
PSC 160.18 (10), Wis. Adm. Code, a rule of the public service commission (PSC), on
October 11, 2000. The suspended rule required the PSC to send bills to
telecommunications providers that are commercial mobile radio service providers
for collecting universal service fund contributions.
