1An Act relating to: limiting the spending of technical college districts during
2the 2003-05 fiscal biennium.

This bill prohibits a technical college district board from spending, in either the
2003-04 school year or the 2004-05 school year, more than it spent in the 2002-03
school year, excluding debt service on existing debt.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

(1) In each of the 2003-04 and 2004-05 fiscal years, no technical college district
5board may spend more than it spent in the 2002-03 fiscal year, excluding debt service
6on debt in existence immediately prior to the effective date of this subsection.
