AB432,1,4 1An Act to amend 350.12 (3) (a) (intro.), 350.12 (3) (a) 3., 350.12 (3) (b), 350.12
2(3) (cm) and 350.12 (3) (d); and to create 350.12 (3g) (c) of the statutes; relating
3to:
registration and designation of snowmobiles that were manufactured before
4a certain date.
Analysis by the Legislative Reference Bureau
Under current law, the owner of a snowmobile that has a model year of 1966 or
earlier may register the snowmobile as an antique snowmobile. Registration of a
snowmobile as an antique entitles the owner to registration decals of a distinctive
nature and exempts the owner from having to reregister the snowmobile during the
time that he or she owns it.
This bill changes the term used to describe an older snowmobile from "antique
snowmobile" to "classic snowmobile." Under the bill, the owner of a snowmobile that
is at least 35 years old at the time that the owner applies for registration may register
the snowmobile as a classic snowmobile. Also, after the snowmobile is registered as
a classic snowmobile, the registrant and any subsequent owner of the classic
snowmobile are exempt from paying any additional registration fee.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

1Section 1. 350.12 (3) (a) (intro.) of the statutes is amended to read:
AB432,2,212 350.12 (3) (a) (intro.) Except as provided under subs. (2) and (5) (cm), no person
3may operate and no owner may give permission for the operation of any snowmobile
4within this state unless the snowmobile is registered for public use or private use
5under this paragraph or s. 350.122 or as an antique a classic snowmobile under par.
6(b) and has the registration decals displayed as required under sub. (5) or s. 350.122
7or unless the snowmobile has a reflectorized plate attached as required under par.
8(c) 3. A snowmobile that is not registered as an antique a classic snowmobile under
9par. (b) may be registered for public use. A snowmobile that is not registered as an
10antique
a classic snowmobile under par. (b) and that is used exclusively on private
11property, as defined under s. 23.33 (1) (n), may be registered for private use. A
12snowmobile public-use registration certificate is valid for 2 years beginning on the
13July 1 prior to the date of application if registration is made prior to April 1 and
14beginning on the July 1 subsequent to the date of application if registration is made
15after April 1 and ending on June 30, 2 years thereafter. A snowmobile private-use
16registration certificate is valid from the date of issuance until ownership of the
17snowmobile is transferred. The fee for the issuance or renewal of a public-use
18registration certificate is $30, except that the fee is $5 if it is a snowmobile owned and
19operated by a political subdivision of this state. There is no fee for the issuance of
20a private-use registration certificate or for the issuance of a registration certificate
21to the state.
AB432, s. 2 22Section 2. 350.12 (3) (a) 3. of the statutes is amended to read:
AB432,3,223 350.12 (3) (a) 3. The purchaser shall complete the application for transfer and
24cause it to be mailed or delivered to the department or an agent appointed under sub.
25(3h) (a) 3. within 10 days from the date of purchase. A Except for the transfer of a

1classic snowmobile under par. (b), a
fee of $5 shall be paid for transfer of a current
2registration certificate.
AB432, s. 3 3Section 3. 350.12 (3) (b) of the statutes is amended to read:
AB432,3,144 350.12 (3) (b) Any person who is a resident of this state and the owner of a
5snowmobile which has a model year of 1966 or earlier may, upon application, that is
6at least 35 years old at the time that the owner applies for registration under this
7paragraph may
register the snowmobile as an antique a classic snowmobile. Upon
8payment of a fee of $20, the applicant shall be furnished a registration certificate and
9decals of a distinctive design, in lieu of the design on the decals issued under par. (d).
10The design shall show that the snowmobile is an antique a classic snowmobile. The
11registration shall be valid without payment of any additional registration fee while
12the snowmobile is owned by the applicant or upon any transfer to a subsequent
13owner
. Unless inconsistent with this paragraph, the provisions of this chapter
14applicable to other snowmobiles shall apply to antique classic snowmobiles.
AB432, s. 4 15Section 4. 350.12 (3) (cm) of the statutes is amended to read:
AB432,3,1816 350.12 (3) (cm) Subsection (3h) does not not apply to commercial snowmobile
17certificates, reflectorized plates, or registration certificates issued for antique classic
18snowmobiles under par. (b).
AB432, s. 5 19Section 5. 350.12 (3) (d) of the statutes is amended to read:
AB432,4,620 350.12 (3) (d) Upon receipt of the required fee, a sales tax report, payment of
21sales and use taxes due under s. 77.61 (1), and an application on forms prescribed
22by it, the department or an agent appointed under sub. (3h) (a) 3. shall issue to the
23applicant an original registration certificate stating the registration number, the
24name and address of the owner, and other information the department deems
25necessary or a validated registration receipt. The department or an agent appointed

1under sub. (3h) (a) 3. shall issue 2 registration decals per snowmobile owned by an
2individual owner, this state, or a political subdivision of this state. The decals shall
3be no larger than 3 inches in height and 6 inches in width. The decals shall contain
4reference to the state, the department, whether the snowmobile is registered for
5public use or private use under par. (a), or as an antique a classic snowmobile under
6par. (b), and shall show the expiration date of the registration.
AB432, s. 6 7Section 6. 350.12 (3g) (c) of the statutes is created to read:
AB432,4,128 350.12 (3g) (c) Registration certificates for antique snowmobiles issued under
9s. 350.12 (3) (b), 2001 stats., shall remain valid and shall be treated as registrations
10for classic snowmobiles. Registration decals for antique snowmobiles issued under
11s. 350.12 (3) (d), 2001 stats., shall remain valid and shall be treated as registration
12decals for classic snowmobiles.
