GENERAL PROVISIONS
3.001 3.001 Congressional districts established. This state is divided into 8 congressional districts. Each congressional district shall be entitled to elect one representative in the congress of the United States.

3.002 3.002 Description of territory. In this chapter:
3.002(1m) (1m) Reference to any county or municipality means that county or municipality as its boundaries exist on August 1 of the year following the federal decennial census on which the districting plan described under subch. II is based.
3.002(2) (2) Wherever territory is described by geographic boundaries, such boundaries follow the conventions set forth in s. 4.003.

3.004 3.004 Definitions. In this chapter:
3.004(1) (1) "Block" has the meaning given in s. 5.02 (1q).
3.004(2) (2) "Ward" means a municipal ward in effect on August 1 of the year following the federal decennial census on which the districting plan described under subch. II is based.

3.11 3.11 First congressional district. All of the following territory constitutes the first congressional district:
3.11(1) (1)Whole counties. Kenosha County and Racine County.
3.11(2) (2)Milwaukee County. That part of Milwaukee County consisting of all of the following:
3.11(2)(a) (a) The villages of Greendale and Hales Corners.
3.11(2)(b) (b) The cities of Franklin, Greenfield, and Oak Creek.
3.11(2)(c) (c) That part of the city of West Allis comprising U.S. census tract 120100, block 2004.
3.11(3) (3)Rock County. That part of Rock County consisting of all of the following:
3.11(3)(a) (a) The towns of Bradford, Clinton, Harmony, Johnstown, La Prairie, Lima, and Milton.
3.11(3)(b) (b) That part of the town of Janesville comprising ward 6.
3.11(3)(c) (c) That part of the town of Turtle comprising ward 2 and that part of the town of Turtle comprising U.S. census tract 2602, blocks 1022, 1023, 1024, 2000, 2001, 2003, 2004, 2005, 2008, 2009, 2028, 2051, 2052, 2053, 2054, 2055, 2056, 2057, and 2058.
3.11(3)(d) (d) The village of Clinton.
3.11(3)(e) (e) The city of Milton.
3.11(3)(f) (f) That part of the city of Janesville comprising wards 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 13, 14, 15, 16, 17, 19, 20, 21, 22, 23, 24, and 25 and that part of the city of Janesville comprising U.S. census tract 400, blocks 3002, 3009, 3010, 3011, 3012, and 3013; and tract 1200, blocks 1054, 1055, 1056, 1057, 1058, 1067, 1071, 1072, 1073, 1074, 3000, 3001, 3002, 3003, 3004, 3005, 3006, 3007, 3008, 3009, 3010, 3011, 3012, 3013, 3014, 3015, 3016, 3017, 3018, 3019, 3020, 3022, 3023, 3024, and 3025.
3.11(4) (4)Walworth County. That part of Walworth County consisting of all of the following:
3.11(4)(a) (a) The towns of Bloomfield, Darien, Delavan, East Troy, Geneva, Lafayette, La Grange, Linn, Lyons, Richmond, Sharon, Spring Prairie, Sugar Creek, Troy, Walworth, and Whitewater.
3.11(4)(b) (b) The villages of Darien, East Troy, Fontana-on-Geneva Lake, Sharon, Walworth, and Williams Bay.
3.11(4)(c) (c) That part of the village of Genoa City located in the county.
3.11(4)(d) (d) That part of the village of Mukwonago located in the county.
3.11(4)(e) (e) The cities of Delavan, Elkhorn, and Lake Geneva.
3.11(4)(f) (f) That part of the city of Burlington located in the county.
3.11(5) (5)Waukesha County. That part of Waukesha County consisting of all of the following:
3.11(5)(a) (a) The towns of Eagle, Mukwonago, and Vernon.
3.11(5)(b) (b) That part of the town of Ottawa comprising U.S. census tract 203803, blocks 1031 and 1032.
3.11(5)(c) (c) The villages of Big Bend, Eagle, and North Prairie.
3.11(5)(d) (d) That part of the village of Mukwonago located in the county.
3.11(5)(e) (e) The city of Muskego.
3.11(5)(f) (f) That part of the city of New Berlin comprising wards 13, 14, 15, and 16 and that part of the city of New Berlin comprising U.S. census tract 201600, blocks 3005, 3006, 3007, 3009, 3010, 3011, 3012, 3015, 3017, 3018, 3020, 4005, 4006, 4013, 4014, 4015, 4016, and 4017.

3.12 3.12 Second congressional district. All of the following territory constitutes the 2nd congressional district:
3.12(1) (1)Whole counties. Columbia County, Dane County, and Green County.
3.12(2) (2)Jefferson County. That part of Jefferson County consisting of all of the following:
3.12(2)(a) (a) The towns of Cold Spring, Hebron, Koshkonong, Lake Mills, Milford, Oakland, Sumner, and Waterloo.
3.12(2)(b) (b) That part of the town of Aztalan comprising ward 2 and that part of the town of Aztalan comprising U.S. census tract 990500, blocks 2008, 3002, 3003, and 3004; tract 990700, blocks 1047, 1050, 1051, 1052, 1053, 1054, 1055, 1056, 1998, 1999, 2001, 2002, 2003, 2004, 2005, 2006, 2007, 2008, 2009, 2010, 2011, 2012, 2014, 2015, 2016, 2017, 2018, 2019, 2020, 2021, 2022, 2023, 2024, 2025, 2026, 2027, 2041, 2042, 2043, 2997, 2998, and 2999; and tract 991000, blocks 1000, 1001, 1002, 1003, 1004, 1005, 1006, 1009, 1010, 1011, 1012, 1999, 2000, 2001, 2003, and 3001.
3.12(2)(c) (c) That part of the town of Jefferson comprising wards 3 and 4 and that part of the town of Jefferson comprising U.S. census tract 991000, block 3003.
3.12(2)(d) (d) That part of the village of Cambridge located in the county.
3.12(2)(e) (e) The cities of Fort Atkinson, Jefferson, Lake Mills, and Waterloo.
3.12(2)(f) (f) That part of the city of Whitewater located in the county.
3.12(3) (3)Rock County. That part of Rock County consisting of all of the following:
3.12(3)(a) (a) The towns of Avon, Beloit, Center, Fulton, Magnolia, Newark, Plymouth, Porter, Rock, Spring Valley, and Union.
3.12(3)(b) (b) That part of the town of Janesville comprising wards 1, 2, 3, 4, and 5.
3.12(3)(c) (c) That part of the town of Turtle comprising ward 1 and that part of the town of Turtle comprising U.S. census tract 1500, block 1000; tract 1900, blocks 1032, 2000, 2001, 2003, and 2007; and tract 2602, blocks 1066, 2002, 2006, 2007, 2010, 2014, 2016, 2023, 2025, 2026, 2031, 2032, 2034, 2048, 2050, 2060, 2063, 2064, 2065, 2068, 2069, and 3039.
3.12(3)(d) (d) The villages of Footville and Orfordville.
3.12(3)(e) (e) The cities of Beloit and Evansville.
3.12(3)(f) (f) That part of the city of Janesville comprising U.S. census tract 1200, blocks 1065, 1075, 1076, and 7050.
3.12(3)(g) (g) That part of the city of Edgerton located in the county.
3.12(4) (4)Sauk County. That part of Sauk County consisting of all of the following:
3.12(4)(a) (a) The towns of Baraboo, Delton, Fairfield, Greenfield, Merrimac, and Sumpter.
3.12(4)(b) (b) The villages of Lake Delton, Merrimac, Prairie du Sac, Sauk City, and West Baraboo.
3.12(4)(c) (c) The city of Baraboo.
3.12(4)(d) (d) That part of the city of Wisconsin Dells located in the county.
3.12(5) (5)Walworth County. That part of Walworth County consisting of that part of the city of Whitewater located in the county.

3.13 3.13 Third congressional district. All of the following territory constitutes the 3rd congressional district:
3.13(1) (1)Whole counties. Buffalo County, Crawford County, Dunn County, Eau Claire County, Grant County, Iowa County, Jackson County, Juneau County, La Crosse County, Lafayette County, Monroe County, Pepin County, Pierce County, Richland County, St. Croix County, Trempealeau County, and Vernon County.
3.13(2) (2)Clark County. That part of Clark County consisting of all of the following:
3.13(2)(a) (a) The towns of Beaver, Butler, Dewhurst, Eaton, Foster, Fremont, Grant, Hendren, Hewett, Levis, Loyal, Lynn, Mead, Mentor, Pine Valley, Seif, Sherman, Sherwood, Unity, Warner, Washburn, Weston, and York.
3.13(2)(b) (b) That part of the town of Worden comprising U.S. census tract 950300, blocks 1079, 1080, 1081, 1082, 1089, 1090, 1091, 1092, 1093, 1094, 1095, 1096, 1097, 1098, 1099, 1100, 1101, 1108, 1110, 1111, 1112, 1113, 1114, 1115, 1116, 1117, and 1118; and tract 950400, blocks 2007, 2008, 2009, 2010, 2011, 2012, 2013, 2014, 2015, 2016, 2017, 2018, 2019, 2020, 2021, 2022, 2023, 2024, 2027, 2028, 2029, and 2030.
3.13(2)(c) (c) The village of Granton.
3.13(2)(d) (d) The cities of Greenwood, Loyal, and Neillsville.
3.13(3) (3)Sauk County. That part of Sauk County consisting of all of the following:
3.13(3)(a) (a) The towns of Bear Creek, Dellona, Excelsior, Franklin, Freedom, Honey Creek, Ironton, La Valle, Prairie du Sac, Reedsburg, Spring Green, Troy, Washington, Westfield, Winfield, and Woodland.
3.13(3)(b) (b) The villages of Ironton, La Valle, Lime Ridge, Loganville, North Freedom, Plain, Rock Springs, and Spring Green.
