20.115(8)(hm) (hm) Restitution. All moneys received by the department as court-ordered restitution to victims or payments for other persons represented by the department for the purpose of making the restitution or payments and for the department's costs in administering the restitution or payments, as authorized by court order.
20.115(8)(i) (i) Related services. The amounts in the schedule for the conduct of central administrative services for which service fees are assessed. All moneys received from service fees for central administrative services shall be credited to this appropriation.
20.115(8)(j) (j) Electronic processing. All moneys received under s. 93.06 (1n) to be used for electronic processing authorized under s. 93.06 (1n) (a) and (b).
20.115(8)(jm) (jm) Telephone solicitation regulation. All moneys received from telephone solicitor registration and registration renewal fees paid under the rules promulgated under s. 100.52 (3) (a) for establishing and maintaining the nonsolicitation directory under s. 100.52 (2).
20.115(8)(k) (k) Computer system equipment, staff and services. The amounts in the schedule for the costs of computer system equipment, staff and services. All moneys received from the department for those purposes shall be credited to this appropriation account.
20.115(8)(kL) (kL) Central services. All moneys received from the department for program-specific services that are performed centrally, except moneys received under par. (km), for the purpose of performing those services.
20.115(8)(km) (km) General laboratory services. Biennially, the amounts in the schedule for the costs of the services performed by the department's central laboratory. All moneys received from the department for those services shall be credited to this appropriation.
20.115(8)(ks) (ks) State services. All moneys received from other state agencies for the costs of the services performed for those state agencies, to provide those services.
20.115(8)(m) (m) Federal funds. All moneys received from the federal government as authorized by the governor under s. 16.54 for central administrative services.
20.115(8)(pz) (pz) Indirect cost reimbursements. All moneys received from the federal government as reimbursement of indirect costs of grants and contracts for the purposes authorized in s. 16.54 (9) (b).
20.143 20.143 Commerce, department of. There is appropriated to the department of commerce for the following programs:
20.143(1) (1)Economic and community development.
20.143(1)(a)(a) General program operations. Subject to par. (g), the amounts in the schedule for general program operations under subchs. I and III to VIII of ch. 560.
20.143(1)(b) (b) Economic development promotion, plans and studies. The amounts in the schedule for economic development promotion under ch. 560 and for economic development plans and studies under ss. 560.01, 560.03, 560.07, 560.08, 560.09 and 560.905.
20.143(1)(bm) (bm) Aid to Forward Wisconsin, Inc. The amounts in the schedule for aids to Forward Wisconsin, Inc., to be used for advertising, marketing and promotional activities within the United States for economic development of this state and for salary, travel and other expenses directly incurred by Forward Wisconsin, Inc., in its economic development promotion activities, subject to s. 16.501.
20.143(1)(c) (c) Wisconsin development fund; grants, loans, reimbursements, and assistance. Biennially, the amounts in the schedule for grants and loans under s. 560.275 (2) and subch. V of ch. 560; for reimbursements under s. 560.167; for providing assistance under s. 560.06; for the costs specified in s. 560.607; for the loan under 1999 Wisconsin Act 9, section 9110 (4); for the grants under 1995 Wisconsin Act 27, section 9116 (7gg), 1995 Wisconsin Act 119, section 2 (1), 1997 Wisconsin Act 27, section 9110 (6g), 1999 Wisconsin Act 9, section 9110 (5), 2003 Wisconsin Act 33, section 9109 (1d) and (2q), and 2007 Wisconsin Act 20, section 9108 (4u), (6c), (7c), (7f), (8c), (8i), (9i), and (10q); and for providing up to $100,000 annually for the continued development of a manufacturing and advanced technology training center in Racine. Of the amounts in the schedule, $50,000 shall be allocated in each of fiscal years 1997-98 and 1998-99 for providing the assistance under s. 560.06 (1).
20.143(1)(cf) (cf) Community-based, nonprofit organization grant for educational project. The amounts in the schedule for the grant under 1993 Wisconsin Act 16, section 9115 (1h). No moneys may be encumbered under this paragraph after June 30, 1995.
20.143(1)(d) (d) High-technology business development corporation. The amounts in the schedule for the grants specified in s. 560.27 (1) (b) and (3).
20.143(1)(dr) (dr) Main street program. The amounts in the schedule to operate the state main street program under s. 560.081.
20.143(1)(e) (e) Technology-based economic development. The amounts in the schedule for general program operations under subch. IX of ch. 560.
20.143(1)(em) (em) Hazardous pollution prevention; contract. The amounts in the schedule for contracting under s. 560.19 (2).
20.143(1)(er) (er) Rural economic development program. Biennially, the amounts in the schedule for grants and loans under s. 560.17.
20.143(1)(ew) (ew) International trade, business and economic development grant. Biennially, the amounts in the schedule for the grants under 1993 Wisconsin Act 437, section 9115 (2x).
20.143(1)(fg) (fg) Community-based economic development programs. The amounts in the schedule for grants under ss. 560.037 and 560.14 and for the grants under 1993 Wisconsin Act 16, section 9115 (1c) and 1999 Wisconsin Act 9, section 9110 (6e) and (7v).
20.143(1)(fj) (fj) Manufacturing extension center grants. The amounts in the schedule for grants under s. 560.25.
20.143(1)(fm) (fm) Minority business projects; grants and loans. Biennially, the amounts in the schedule for grants and loans under s. 560.82, the grant under 1993 Wisconsin Act 110, section 3, and the loans under 1997 Wisconsin Act 9, section 3.
20.143(1)(fy) (fy) Women's business incubator grant. Biennially, the amounts in the schedule for the grant under 1993 Wisconsin Act 16, section 9115 (2y).
20.143(1)(g) (g) Gifts, grants, and proceeds. All moneys received from gifts, donations, grants, bequests, and devises and all proceeds from services, conferences, and sales of publications and promotional materials, including the fees collected under s. 560.165 (1), to carry out the purposes for which made or collected, including providing funding for a portion of the operating costs of the division of international and export services.
20.143(1)(gc) (gc) Business development assistance center. All moneys received under s. 560.42 (3) (a) for providing materials and services under subch. III of ch. 560.
20.143(1)(gm) (gm) Wisconsin development fund, administration of grants and loans. All moneys received from origination fees under s. 560.68 (3) for administering the programs under subch. V of ch. 560 and for the costs of underwriting grants and loans awarded under subch. V of ch. 560.
20.143(1)(gr) (gr) Woman-owned business certification processing fees. All moneys received from processing fees collected under s. 560.035 (1) (bm), for the costs of certifying woman-owned businesses under s. 560.035 (1).
20.143(1)(h) (h) Economic development operations. The amounts in the schedule for the department's responsibilities under ss. 234.65 and 560.03 (17). All moneys received under s. 234.65 (1) (f) shall be credited to this appropriation.
20.143(1)(hm) (hm) Certified capital companies. All moneys received under s. 560.29 for the cost of administering s. 560.29. Notwithstanding s. 20.001 (3) (c), at the end of each fiscal year the unencumbered balance in this appropriation account shall lapse to the general fund.
20.143(1)(ie) (ie) Wisconsin development fund, repayments. All moneys received in repayment of grants or loans under s. 560.085 (4) (b), 1985 stats., s. 560.10, 2005 stats., s. 560.147, 2005 stats., s. 560.16, 1995 stats., s. 560.165, 1993 stats., s. 560.275 (2), s. 560.62, 2005 stats., s. 560.63, 2005 stats., and s. 560.66, 2005 stats., subch. V of ch. 560, 1989 Wisconsin Act 336, section 3015 (1m), 1989 Wisconsin Act 336, section 3015 (2m), 1989 Wisconsin Act 336, section 3015 (3gx), 1997 Wisconsin Act 27, section 9110 (7f), 1997 Wisconsin Act 310, section 2 (2d), 1999 Wisconsin Act 9, section 9110 (4), and 2007 Wisconsin Act 20, section 9108 (5x), to be used for grants and loans under s. 560.275 (2) and subch. V of ch. 560, for assistance under s. 560.06 (2), for the loan under 1999 Wisconsin Act 9, section 9110 (4), for the grant under 2001 Wisconsin Act 16, section 9110 (7g), for the grants under 2003 Wisconsin Act 33, section 9109 (1d) and (2q), and for reimbursements under s. 560.167.
20.143(1)(ig) (ig) Gaming economic development and diversification; repayments. Biennially, the amounts in the schedule for grants and loans under s. 560.138. All moneys received in repayment of loans under ss. 560.137 (2), 2005 stats., and 560.138 shall be credited to this appropriation account.
20.143(1)(im) (im) Minority business projects; repayments. All moneys received in repayment of grants or loans under s. 560.82 (1m) (b) and (c) and loans under 1997 Wisconsin Act 9, section 3, to be used for grants and loans under s. 560.82, the grant under 2001 Wisconsin Act 16, section 9110 (7g), and the loans under 1997 Wisconsin Act 9, section 3.
20.143(1)(ir) (ir) Rural economic development loan repayments. All moneys received in repayment of loans under s. 560.17, to be used for grants and loans under s. 560.17.
20.143(1)(jc) (jc) Physician and dentist and health care provider loan assistance programs; penalties. All moneys received in penalties under ss. 560.183 (6m) and 560.184 (6m), to be used for loan repayments under ss. 560.183 and 560.184.
20.143(1)(jL) (jL) Health care provider loan assistance program; local contributions. All moneys received under s. 560.184 (6) to be used for loan repayments under s. 560.184.
20.143(1)(jm) (jm) Physician and dentist loan assistance program; local contributions. All moneys received under s. 560.183 (6) to be used for loan repayments under s. 560.183.
20.143(1)(jp) (jp) Manufactured housing rehabilitation and recycling; program revenue. The amounts in the schedule for the administration of and for grants under s. 560.285. All moneys received under s. 101.9208 (2m) shall be credited to this appropriation.
20.143(1)(k) (k) Sale of materials or services. All moneys received from the department or other state agencies, except moneys appropriated under par. (kc), for providing materials and services.
20.143(1)(ka) (ka) Sale of materials and services — local assistance. All moneys received from the department or other state agencies for providing materials and services as local assistance.
20.143(1)(kb) (kb) Sale of materials and services — individuals and organizations. All moneys received from the department or other state agencies for providing materials and services to individuals and organizations.
20.143(1)(kc) (kc) Clean air act compliance assistance. From moneys transferred from the appropriation account under s. 20.370 (2) (bg), the amounts in the schedule for assisting the department of natural resources in administering the small business stationary source technical and environmental compliance assistance program under s. 285.79 and for expenses related to serving as ombudsman for small business stationary sources as required under s. 560.03 (9).
20.143(1)(kf) (kf) American Indian economic development; technical assistance. The amounts in the schedule for grants under s. 560.875 (1). All moneys transferred from the appropriation account under s. 20.505 (8) (hm) 6f. shall be credited to this appropriation account. Notwithstanding s. 20.001 (3) (a), the unencumbered balance on June 30 of each year shall revert to the appropriation account under s. 20.505 (8) (hm).
20.143(1)(kg) (kg) American Indian economic liaison and gaming grants specialist and program marketing. The amounts in the schedule for the American Indian economic liaison program under s. 560.87, other than for grants under s. 560.87 (6), for the salary and fringe benefits of, and related supplies and services for, the gaming grants specialist for the program under s. 560.138, and for marketing the program under s. 560.138. From this appropriation, the department may expend in each fiscal year no more than $100,000 for marketing the program under s. 560.138. All moneys transferred from the appropriation account under s. 20.505 (8) (hm) 6g. shall be credited to this appropriation account. Notwithstanding s. 20.001 (3) (a), the unencumbered balance on June 30 of each year shall revert to the appropriation account under s. 20.505 (8) (hm).
20.143(1)(kh) (kh) American Indian economic development; liaison — grants. The amounts in the schedule for grants under s. 560.87 (6). All moneys transferred from the appropriation account under s. 20.505 (8) (hm) 6h. shall be credited to this appropriation account. Notwithstanding s. 20.001 (3) (a), the unencumbered balance on June 30 of each year shall revert to the appropriation account under s. 20.505 (8) (hm).
20.143(1)(kj) (kj) Gaming economic development and diversification; grants and loans. Biennially, the amounts in the schedule for grants and loans under s. 560.138, for the grants under s. 560.139 (1) (a), (2), and (3), and for the grants under 2001 Wisconsin Act 16, section 9110 (2k), (11pk), and (11zx). Of the amounts in the schedule, $500,000 shall be allocated in each fiscal year for the grants under s. 560.139 (3). All moneys transferred from the appropriation account under s. 20.505 (8) (hm) 6j. shall be credited to this appropriation account. Notwithstanding s. 20.001 (3) (b), the unencumbered balance on June 30 of each odd-numbered year shall revert to the appropriation account under s. 20.505 (8) (hm).
20.143(1)(kr) (kr) Physician and dentist and health care provider loan assistance programs; repayments, and contract. Biennially, the amounts in the schedule for loan repayments under ss. 560.183 and 560.184 and for contracting under ss. 560.183 (8) and 560.184 (7). All moneys transferred from the appropriation account under s. 20.505 (8) (hm) 6r. and all moneys transferred under 1999 Wisconsin Act 9, section 9210 (1), shall be credited to this appropriation account. Notwithstanding s. 20.001 (3) (b), the unencumbered balance on June 30 of each odd-numbered year shall revert to the appropriation account under s. 20.505 (8) (hm).
20.143(1)(kt) (kt) Funds transferred from other state agencies. All moneys received from other state agencies to carry out the purposes for which received.
20.143(1)(m) (m) Federal aid, state operations. All moneys received from the federal government as authorized by the governor under s. 16.54, for state operations.
20.143(1)(n) (n) Federal aid, local assistance. All moneys received from the federal government, as authorized by the governor under s. 16.54, for local assistance.
20.143(1)(o) (o) Federal aid, individuals and organizations. All moneys received from the federal government, as authorized by the governor under s. 16.54, for aids to individuals and organizations.
20.143(1)(qa) (qa) Brownfields redevelopment activities; administration. From the petroleum inspection fund, the amounts in the schedule for administration of brownfields redevelopment activities.
20.143(1)(qm) (qm) Brownfields grant program and related grants; environmental fund. From the environmental fund, the amounts in the schedule for grants under ss. 560.13 and 560.139 (1) (c) and for the grant under 2005 Wisconsin Act 25, section 9108 (3f).
20.143(1)(tm) (tm) Wisconsin development fund grants and loans; recycling and renewable energy fund. Biennially, from the recycling and renewable energy fund, the amounts in the schedule for grants and loans under ss. 560.126 and 560.61 and for grants under 2007 Wisconsin Act 20, section 9108 (4v).
20.143(1)(um) (um) Wisconsin development fund, administration; recycling and renewable energy fund. From the recycling and renewable energy fund, the amounts in the schedule for administering the programs under s. 560.126 and subch. V of ch. 560.
20.143(2) (2)Housing assistance.
20.143(2)(a)(a) General program operations. The amounts in the schedule for general program operations under subch. X of ch. 560.
20.143(2)(b) (b) Housing grants and loans; general purpose revenue. Biennially, the amounts in the schedule for grants and loans under s. 560.9803 and for grants under s. 560.9805.
20.143(2)(c) (c) Payments to designated agents. The amounts in the schedule for payments for services provided by agents designated under s. 560.9804 (2), in accordance with agreements entered into under s. 560.9804 (1).
20.143(2)(fm) (fm) Shelter for homeless and transitional housing grants. The amounts in the schedule for transitional housing grants under s. 560.9806 and for grants to agencies and shelter facilities for homeless individuals and families as provided under s. 560.9808. Notwithstanding ss. 20.001 (3) (a) and 20.002 (1), the department may transfer funds between fiscal years under this paragraph. All funds allocated but not encumbered by December 31 of each year lapse to the general fund on the next January 1 unless transferred to the next calendar year by the joint committee on finance.
20.143(2)(fr) (fr) Mental health for homeless individuals. The amounts in the schedule for mental health services for homeless individuals under s. 560.9811.
20.143(2)(gg) (gg) Housing program services; other entities. All moneys received from entities other than state agencies for housing program services, for the purpose of providing housing program services.
20.143(2)(gm) (gm) Housing grants and loans; surplus transfer. Biennially, the amounts in the schedule for grants and loans under s. 560.9803, for grants under s. 560.9805, and for the grant under 2007 Wisconsin Act 20, section 9108 (5i). All moneys received from the Wisconsin Housing and Economic Development Authority under s. 234.165 (3) (a) shall be credited to this appropriation account.

20.143(2)(h) (h) Funding for the homeless. All moneys received from interest on real estate trust accounts under s. 452.13 for grants under s. 560.9807, and all moneys received under s. 704.05 (5) (a) 2., for grants to agencies and shelter facilities for homeless individuals and families under s. 560.9808 (2) (a) and (b).
20.143(2)(k) (k) Sale of materials or services. All moneys received from the sale of materials or services related to housing assistance under subch. X of ch. 560 to the department or other state agencies, for the purpose of providing those materials and services.
20.143(2)(kg) (kg) Housing program services. All moneys received from other state agencies for housing program services, for the purpose of providing housing program services.
20.143(2)(L) (L) Shelter for homeless and transitional housing grants; surplus transfer. Biennially, the amounts in the schedule for transitional housing grants under s. 560.9806 and for grants to agencies and shelter facilities for homeless individuals and families as provided under s. 560.9808. All moneys received from the Wisconsin Housing and Economic Development Authority under s. 234.165 (3) (b) shall be credited to this account.

20.143(2)(m) (m) Federal aid; state operations. All moneys received from the federal government for state operations related to housing assistance under subch. X of ch. 560, as authorized by the governor under s. 16.54, for the purposes of state operations.
20.143(2)(n) (n) Federal aid; local assistance. All moneys received from the federal government for local assistance related to housing assistance under subch. X of ch. 560, as authorized by the governor under s. 16.54, for the purposes of providing local assistance.
20.143(2)(o) (o) Federal aid; individuals and organizations. All moneys received from the federal government for aids to individuals and organizations related to housing assistance under subch. X of ch. 560, as authorized by the governor under s. 16.54, for the purpose of providing aids to individuals and organizations.
20.143(3) (3)Regulation of industry, safety and buildings.
20.143(3)(a)(a) General program operations. The amounts in the schedule for general program operations relating to the regulation of industry, buildings and safety under chs. 101, 107, 145 and 168 and ss. 32.19 to 32.27, 167.10, 167.11 and 167.27.
20.143(3)(de) (de) Private sewage system replacement and rehabilitation. As a continuing appropriation, the amounts in the schedule for financial assistance under the private sewage system replacement and rehabilitation program under s. 145.245.
20.143(3)(dm) (dm) Storage tank inventory. The amounts in the schedule to conduct an inventory of aboveground petroleum product storage tanks and unused underground petroleum product storage tanks under s. 101.142.
20.143(3)(g) (g) Gifts and grants. All moneys received as gifts or grants to carry out the purposes for which made.
20.143(3)(ga) (ga) Auxiliary services. All moneys received from fees collected under s. 101.02 (18) and (18m) for the delivery of services under s. 101.02 (18) and (18m).
20.143(3)(gb) (gb) Local agreements. All moneys received through contracts or financial agreements for provision of services to local units of government or local organizations, for the purpose of providing the services.
20.143(3)(h) (h) Local energy resource system fees. The amounts in the schedule to cover the cost of the seal and the cost of examining systems under s. 101.175 (5). All moneys received under s. 101.175 (5) shall be credited to this appropriation.
20.143(3)(j) (j) Safety and building operations. The amounts in the schedule for the purposes of chs. 101, 145, and 168 and ss. 236.12 (2) (a), 236.13 (1) (d) and (2m), and 236.335, for the purpose of transferring the amounts in the schedule under par. (kg) to the appropriation account under par. (kg), and for the purpose of transferring the amounts in the schedule under par. (km) to the appropriation account under par. (km). All moneys received under ch. 145, ss. 101.177 (4) (a) 4., 101.178, 101.19, 101.63 (9), 101.654 (3), 101.73 (12), 101.82 (4), 101.955 (2), 101.973 (7), and 236.12 (7), except moneys received under s. 101.9208 (2m), and all moneys transferred under 2005 Wisconsin Act 45, section 76 (6), shall be credited to this appropriation.

20.143(3)(kg) (kg) Construction career academy grant. Biennially, the amounts in the schedule for the purpose of the construction career academy grant program under s. 101.31. All moneys transferred from par. (j) to this appropriation shall be credited to this appropriation.
