49.143 (2r) Job programs.
A Wisconsin Works agency shall collaborate with 19
the local workforce development board to connect individuals seeking employment 20
with employment opportunities, including the trial job program under s. 49.147 (3) 21
and, if operating in the geographical area in which the Wisconsin Works agency 22
administers Wisconsin Works, the transitional jobs demonstration project program 23
under s. 49.162.".
49.162 (title) of the statutes is amended to read:
(title) Transitional jobs demonstration project program.
(intro.) Subject to sub. (3) (b), the department shall conduct operate 7
a demonstration project, beginning on January 1, 2010,
that offers 8
transitional jobs to low-income adults. To be eligible to participate in the 9demonstration project program

economic impact on this state.
(b) A business retention strategy that targets industries and industry clusters 2
based on the collection and analysis of data related to the economic viability of the 3
companies identified in par. (a).
(c) Development and implementation of an early detection and response 5
system to potential retention problems that includes annual visits to the companies 6
identified under par. (a).
(d) Creation of a database that includes business retention case histories, best 8
practices, and retention specialists, and other information that is useful to identify 9
and respond to retention challenges, as determined by the board.".

(bm) If a business receives a grant or loan under this subsection for the purpose 2

the business has the option of accepting or declining any relocation assistance that 4
is available as a result of the grant or loan.
(cm) Of the total amount awarded in grants and loans in a fiscal
biennium year 6
under this subsection, the board corporation
shall award not less than 25% and not 7
more than 50% for purposes related to an agricultural business. The
shall give priority under this paragraph for grants or loans that will be 9
used for purposes related to a dairy farm, as defined in 97.22 (1) (a).
