4(bm) 1.; and to create 20.235 (1) (fr), 20.235 (1) (j), 20.235 (1) (kr) and 38.04 (7r)
5of the statutes; relating to: Wisconsin grants for technical college students and
6making appropriations.
Analysis by the Legislative Reference Bureau
This bill provides for additional funding for Wisconsin grants to technical
college students. Under current law, the Higher Educational Aids Board (HEAB)
administers the Wisconsin grants program, which provides grants to resident
postsecondary students enrolled in institutions of higher education, including
technical colleges. The bill provides additional funding for Wisconsin grants to
technical college students by allowing the Technical College System Board (TCSB)
to solicit contributions from technical college district boards to HEAB to provide
funding for the grants. In addition, the bill allows the TCSB to transfer money from
certain of its appropriations for the grants. The bill limits the total amount the TCSB
may transfer in a fiscal year based on the amount of contributions by district boards
in the fiscal year. Under that limit, the amount of contributions is subtracted from
$1,000,000, and the transfers may not exceed the difference.
The bill also provides additional general purpose revenue (GPR) for the grants
to technical college students, but only if the TCSB makes transfers or district boards

make contributions in a fiscal year. The bill provides GPR in a fiscal year in an
amount equal to the sum of the transfers and contributions in the fiscal year, except
that the GPR may not exceed $1,000,000.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

A sum sufficient equal to the amounts appropriated under pars. (kr) and (j)
4in a fiscal year for the Wisconsin grant program under s. 39.435 for technical college
5students, except for grants awarded under s. 39.435 (2) or (5). The amount
6appropriated under this paragraph in a fiscal year may not exceed $1,000,000.

9All moneys received from technical college district boards under s. 38.04 (7r) (b) for

2general program operations and for transfers under s. 38.04 (7r) (a). In case any
3allotment under this paragraph is made to a state university or any other wholly
4state-controlled educational institution, the program appropriations for the
5operation of such school or institution for the year in which such allotment was made
6shall be reduced by an amount equal to the amount of such allotment.

. Of the amount in the schedule for each fiscal year not exceeding
17$50,000 may be spent by the board to match federal funds made available for
18technical education by any act of congress for the purposes set forth in such act and
19no more than $125,000 may be spent by the board to produce and distribute the
20statewide guide under s. 38.04 (18). If, in any fiscal year, actual program fees raised
21under s. 38.24 (1m) exceed board estimates, the increase shall be used to offset actual
22district aidable cost.
AB740,7 23Section 7. 20.292 (1) (f) of the statutes is amended to read:

238.33, 38.38, 38.40 (4m), and 38.41 and for transfers under s. 38.04 (7r) (a).

11(ga), (h), (i), (k), (L), and (q) to the appropriation account under s. 20.325 (1) (kr). The
12total amount transferred under this paragraph in a fiscal year may not exceed an
13amount equal to $1,000,000 less the amount received under par. (b) in the fiscal year.
AB740,5,1814 (b) The board may solicit contributions from district boards to provide funding
15to the higher educational aids board for the Wisconsin grant program under s. 39.435
16for technical college students, except for grants awarded under s. 39.435 (2) or (5).
17All moneys received from district boards under this paragraph shall be deposited in
18the general fund and credited to the appropriation account under s. 20.235 (1) (j).
