TO ASSEMBLY BILL 3

AB3-SA1,1,11 At the locations indicated, amend the engrossed bill as follows:
AB3-SA1,1,2 21. Page 5, line 5: after that line insert:
AB3-SA1,1,3 3 Section 5e. 49.82 (3) of the statutes is created to read:
AB3-SA1,1,104 49.82 (3) Public assistance advisory committee. (a) The department of health
5services, in consultation with the department of children and families and the
6department of administration, shall create an advisory committee to review
7proposed legislation and proposed requests for approval from the federal
8government of changes to public assistance programs and to review performance
9data, outcomes, and costs of changes to public assistance programs after federal
10approval of changes to those programs.
AB3-SA1,2,611 (b) The department of health services shall appoint to the advisory committee
12under par. (a) participants in public assistance programs; representatives of
13advocacy groups, including groups that support the rights of individuals with

1physical and invisible disabilities; providers of services under public assistance
2programs; representatives of the state agencies that administer public assistance
3programs; members of the legislature, suggested by the majority and minority
4leaders of both houses of the legislature; and policy experts from organizations such
5as the University of Wisconsin's Population Health Institute and Institute for
6Research on Policy.
AB3-SA1,2,97 (c) A state agency that administers a public assistance program that is the
8subject of a proposed waiver request to be submitted to the federal government shall,
9in collaboration with the advisory committee under par. (a), do all of the following:
AB3-SA1,2,1110 1. Hold a public comment period lasting at least 30 days before the development
11of the waiver proposal language.
AB3-SA1,2,1312 2. Conduct no less than 3 public hearings on the proposed waiver before the
13waiver is submitted to the federal government.
AB3-SA1,2,1614 (d) No state agency may submit a request to waive federal law involving a
15public assistance program without approval of the proposed waiver request by the
16joint committee on finance.”.
AB3-SA1,2,17 172. Page 5, line 22: delete lines 22 and 23 and substitute:
AB3-SA1,2,19 18 Section 7m. Effective dates. This act takes effect on the day after
19publication, except as follows:
AB3-SA1,2,21 20(1m) The treatment of sections 49.145 (3) (a) and (c), 49.155 (1m) (cr) and (2m),
2149.79 (1p), and 49.823 of the statutes takes effect on January 1, 2019.”.
