ENROLLED JOINT RESOLUTION
Relating to: rules and procedures for convening an Article V convention proposing amendments to the Constitution of the United States.
Whereas, the founders of this great nation set forth on the Earth an enduring Republic and charged future generations with the solemn duty of its preservation; and
Whereas, the Constitution of these United States, which is the cornerstone of this Republic, establishes the process to propose and ratify amendments to itself, including a process reserved for the state legislatures in Article V of the United States Constitution; and
Whereas, the State of Wisconsin recognizes that this process to amend the United States Constitution should by right be held in esteem, worthy of the sacrifice of our founders; and
Whereas, the State of Wisconsin recognizes that a preexisting set of rules and procedures to convene a convention for proposing amendments under Article V of the United States Constitution is desirable to ensure that such a convention functions effectively and decisively; and
Whereas, the State of Wisconsin recognizes that the Assembly of State Legislatures, made up of a bipartisan group of state legislators from 45 states, has met over a period of four years to carefully craft and consider rules and procedures for the convening of an Article V convention; now, therefore, be it
Resolved by the assembly, the senate concurring, That the Wisconsin Legislature declares that should a convention for proposing amendments under Article V of the United States Constitution be called, the State of Wisconsin shall recognize the rules and procedures adopted by the Assembly of State Legislatures on June 17, 2016, as the official rules and procedures to convene such a convention.
