SB206,1,3 1An Act to create 16.313 and 20.505 (7) (ft) of the statutes; relating to: grants
2to municipalities to connect homeless individuals with permanent employment
3and making an appropriation.
Analysis by the Legislative Reference Bureau
This bill creates a grant program under which the Department of
Administration may award a grant of up to $75,000 annually to a municipality for
the purpose of connecting homeless individuals with permanent employment. A
municipality receiving a grant under the program must itself contribute at least
$50,000 for the purpose of the grant. In awarding a grant under the bill, DOA must
give preference to a municipality that obtains an agreement from a nonprofit
organization to provide additional employment and support services to homeless
individuals participating in the grant program.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB206,1 4Section 1. 16.313 of the statutes is created to read:
SB206,1,6 516.313 Employment grants. (1) In this section, “municipality” means a city,
6village, or town.

1(2) (a) Any municipality may apply for a grant under this section.
SB206,2,52 (b) Annually, the department may award a grant of up to $75,000 to a
3municipality that submits an application under par. (a). The grant and all moneys
4contributed by the municipality under sub. (3) shall be used for the purpose of
5connecting homeless individuals with permanent employment.
SB206,2,7 6(3) A municipality receiving a grant under sub. (2) shall itself contribute at
7least $50,000 for the purpose specified in sub. (2) (b).
SB206,2,11 8(4) In considering grant applications submitted under sub. (2) (a), the
9department shall give preference to a municipality that obtains an agreement from
10a nonprofit organization to provide additional employment and support services to
11homeless individuals participating in the grant program.
