AB57,1,4 1An Act to renumber and amend 106.13 (2m); to amend 106.13 (1), 106.13 (2),
2106.13 (3) and 106.13 (3m) (d); and to create 20.445 (1) (eg) and 106.13 (2m)
3(a), (b), (c) of the statutes; relating to: youth apprenticeship programs and
4making an appropriation.
Analysis by the Legislative Reference Bureau
The bill increases the appropriation for youth apprenticeship grants for fiscal
year 2018-19 by $2,766,300 and provides that any unencumbered amount from the
appropriation does not lapse to the general fund at the end of that fiscal year.
The bill also creates an appropriation for $100,000 in the 2019-21 fiscal
biennium for the development of youth apprenticeship curricula, and sets priorities
for curricula development.
The bill also increases the maximum amount of a youth apprenticeship grant
from $900 to $1,000.

enact as follows:
AB57,1 5Section 1 . 20.005 (3) (schedule) of the statutes: at the appropriate place, insert

AB57,2 1Section 2 . 20.445 (1) (eg) of the statutes is created to read:
AB57,2,42 20.445 (1) (eg) Local youth apprenticeship curricula development. Biennially,
3the amounts in the schedule for local youth apprenticeship curriculum development
4under s. 106.13 (2m).
AB57,3 5Section 3 . 106.13 (1) of the statutes is amended to read:
AB57,2,86 106.13 (1) The department may shall provide a youth apprenticeship program.

AB57,4 9Section 4 . 106.13 (2) of the statutes is amended to read:

12instruction shall assist the department in providing the youth apprenticeship
13program under sub. (1).
AB57,5 14Section 5 . 106.13 (2m) of the statutes is renumbered 106.13 (2m) (intro.) and
15amended to read:
AB57,3,216 106.13 (2m) (intro.) The department shall approve occupations and maintain
17a list of approved occupations for the youth apprenticeship program. From the
18appropriation under s. 20.445 (1) (a) (eg), the department shall develop curricula for
19youth apprenticeship programs for occupations approved under this subsection. The

1department may contract with a 3rd party to develop the curricula. The department
2shall develop the curricula considering each of the following:
AB57,6 3Section 6 . 106.13 (2m) (a), (b), (c) of the statutes are created to read:
AB57,3,54 106.13 (2m) (a) To meet high-demand fields and local workforce needs, as
5determined by the department pursuant to its activities under s. 106.17.
AB57,3,76 (b) To meet state and local workforce needs in the fields of science, technology,
7engineering, and mathematics.
AB57,3,98 (c) To replace outdated curricula that no longer serve state or local workforce
9needs.
AB57,7 10Section 7 . 106.13 (3) of the statutes is amended to read:
AB57,3,1611 106.13 (3) The youth apprenticeship program under sub. (1) shall not affect any
12apprenticeship program that is governed by subch. I, except that an apprenticeship
13program that is governed by subch. I may shall grant credit toward the completion
14of an apprenticeship for the successful completion of a youth apprenticeship under
15sub. (1). The department shall create standards for granting credit under this
16subsection.
AB57,8 17Section 8 . 106.13 (3m) (d) of the statutes is amended to read:
AB57,3,2118 106.13 (3m) (d) The amount of a grant awarded under par. (b) may not exceed
19$900 1000 per youth apprentice. A local partnership that is awarded a grant under
20par. (b) shall provide matching funds equal to 50 percent of the grant amount
21awarded.
AB57,9 22Section 9 . Fiscal changes.
AB57,4,723 (1) Local youth apprenticeship grants. In the schedule under s. 20.005 (3) for
24the appropriation to the department of workforce development under s. 20.445 (1)
25(e), the dollar amount for fiscal year 2018-19 is increased by $2,766,300 for local

1youth apprenticeship grants under s. 106.13 (3m). Notwithstanding s. 20.001 (3) (a),
2at the end of fiscal year 2018-19, any unencumbered balance from the appropriation
3under s. 20.445 (1) (e) does not revert to the general fund, and the department of
4workforce development may in the 2019-21 fiscal biennium expend the amount
5equal to this unencumbered balance in addition to the amount in the schedule under
6s. 20.005 (3) for the appropriation under s. 20.445 (1) (e) for state fiscal years 2019-20
7and 2020-21.
AB57,10 8Section 10 . Initial applicability.
AB57,4,109 (1) The treatment of s. 106.13 (3m) (d) first applies to a grant that is awarded
10on the effective date of this act.
AB57,11 11Section 11 . Effective dates. This act takes effect on the day after publication,
12except as follows:
AB57,4,1413 (1) The treatment of s. 20.445 (1) (eg) takes effect on the day after publication,
14or on the 2nd day after publication of the 2019 biennial budget act, whichever is later.
