NR 10.104(15)(d)2. 2. A buck deer if the hunter possesses an antlerless deer registration verification earned in deer management unit 79 in the previous year or in the current year.
NR 10.104(15)(d)3. 3. A buck deer if the hunter possesses an antlerless deer that has been legally harvested in deer management unit 79 and is tagged prior to the harvest of the buck deer and the antlerless deer accompanies the buck deer until each is registered.
NR 10.104 Note Note: All of the land in this unit is owned and managed by the National Park Service's Apostle Island National Lakeshore. The National Park Service may require an access permit for the purposes of deer hunting which may limit the dates an individual may hunt and the island or islands on which hunting may occur.

NR 10.105 NR 10.105 Transportation of bear, deer and other members of the cervid family.
NR 10.105(1) (1) No person may transport a deer or bear from the time the deer or bear is killed to the time it is registered under s. NR 10.106 that is tagged with the carcass tag of another person unless accompanied by the person issued the carcass tag.
NR 10.105(2) (2) In deer management units with deer seasons modified under s. NR 10.01 (3) (ed) 1. b. or (et) 2., no person may transport a buck deer from the time it is killed to the time it is registered under s. NR 10.106 unless accompanied by the antlerless deer or antlerless deer registration verification which authorized the taking of the buck deer. An antlerless deer may be used only by the hunter who tagged it to secure authorization for that hunter to tag one buck deer in the unit or units modified under s. NR 10.01 (3) (ed) 1. b. or (et) 2. Deer may only be transported outside of the unit of kill or adjoining unit after they have been registered.
NR 10.105(3) (3)Disease sampling. Notwithstanding s. 29.347, Stats., any part of any animal harvested under s. NR 10.01 (3) may be collected or sampled by the department for disease testing purposes prior to registration. No person may refuse to allow a sample to be taken during registration.
NR 10.105(4) (4) Transportation of deer from a chronic wasting disease management zone. Unless otherwise authorized by the department, the carcasses of deer harvested in a chronic wasting disease management zone identified in s. NR 10.28 (3) may not be transported outside of that zone except for the following, or as provided under sub. (7).
NR 10.105(4)(a) (a) Carcasses transported into deer management units adjacent to the chronic wasting disease management zone.
NR 10.105(4)(b) (b) Meat that is cut and wrapped, either commercially or privately.
NR 10.105(4)(c) (c) Quarters or other portions of meat to which no part of the spinal column is attached.
NR 10.105(4)(d) (d) Meat that has been deboned.
NR 10.105(4)(e) (e) Hides with no head attached.
NR 10.105(4)(f) (f) Finished taxidermy heads.
NR 10.105(4)(g) (g) Antlers with no tissue attached except for velvet on antlers when possession of the velvet antlers is authorized pursuant to s. 29.347 (3) (b), Stats.
NR 10.105(4)(h) (h) Skulls with or without antlers attached which have no brain or lymphoid tissue attached.
NR 10.105(4)(i) (i) Upper canine teeth.
NR 10.105(5) (5) Transportation of members of the family cervidae from areas in other states and countries where CWD has not been identified. Hunters transporting carcasses into Wisconsin from other states or countries shall possess, and exhibit to agents of the department upon request, registration or other materials showing which state, province of Canada or other country the carcass was harvested in.
NR 10.105(6) (6) Transportation of members of the family cervidae from other states and countries where CWD has been identified. Unless otherwise authorized by the department, the carcasses of cervid species harvested in a state, province of Canada or other country where CWD has been verified by a government agency in that state, province or country, may not be transported into this state except for the following, or as provided under sub. (7).
NR 10.105(6)(a) (a) Meat that is cut and wrapped, either commercially or privately.
NR 10.105(6)(b) (b) Quarters or other portions of meat to which no part of the spinal column is attached.
NR 10.105(6)(c) (c) Meat that has been deboned.

NR 10.105(6)(h) (h) Upper canine teeth.
NR 10.105(7) (7)Cervid carcasses with any portion of the spinal column or head attached. Notwithstanding sub. (4) or (6), carcasses which have any part of the spinal column or head attached may be transported from the chronic wasting disease management zone to other parts of this state, or into this state if such carcass is submitted to a meat processor licensed under s. 97.42 (2) (a), Stats., or a taxidermist permitted under s. 29.506 (2), Stats., for processing and the person who possesses the carcass complies with the following:
NR 10.105(7)(a) (a) That part of the carcass which includes the head and spinal column shall be submitted to a licensed meat processor or permitted taxidermist within 72 hours of entering this state if the carcass originated from out of state, or within 72 hours from the time of registration if the carcass originated from the chronic wasting disease management zone in this state.
NR 10.105(7)(b) (b) The person submitting a carcass to a licensed meat processor or permitted taxidermist as required under this subsection shall inform the meat processor or taxidermist that the carcass originated from the chronic wasting disease management zone or from another state, province or country where CWD has been verified to be present.
NR 10.105(7)(c) (c) Licensed meat processors and permitted taxidermists receiving a cervid carcass under this subsection shall dispose of all inedible parts not exempted under subs. (4) (a) to (i) and (6) (a) to (h), and all parts of the spinal column, brain and lymphoid tissues in a properly permitted landfill or with a renderer licensed under s. ATCP 57.10.

NR 10.106 NR 10.106 Recording deer and bear.
NR 10.106(1) (1)Carcass condition and transportation. Deer and bear shall be intact and may not be removed from the area specified in this section unless exhibited, registered and tagged except that:
NR 10.106(1)(a) (a) The entrails may be removed by field dressing.
NR 10.106(1)(b) (b) Deer and bear may be skinned, and the lower legs of a deer from the hooves up to the tarsus joint on the hind legs and from the hooves up to the carpus joint on the front legs may be removed. The hide and lower legs must be removed from the field along with the deer and exhibited at the time of registration.
NR 10.106(1)(c) (c) A deer or bear may be divided into not more than 5 parts, not including the hide and the lower legs of a deer, only to facilitate removal from the field. The head and neck shall remain attached to one of the other parts of the animal, not including the hide. A person who divides a deer or bear prior to registration:
NR 10.106(1)(c)1. 1. May not allow the deer or bear to be stored or transported with any other deer or bear that has been divided prior to registration.
NR 10.106(1)(c)2. 2. May not divide any bear in a manner that does not keep one part of the bear intact to allow it to be measured in a straight line from the tip of the nose to the base of the tail, to determine it was an adult bear of 42 inches or greater.
NR 10.106(1)(c)3. 3. Must remove all parts from the field except the entrails and exhibit all parts at the time of registration.
NR 10.106 Note Note: Common terms for the tarsus or second major joint on the rear legs up from the hoof include "hock" and "ankle" and common terms for the carpus or second major joint on the front legs up from the hoof include "knee" and "wrist".
NR 10.106(2) (2)Exhibition and registration. Each person who has killed a deer or if s. 29.324, Stats., applies, the person who has tagged the deer, during the open seasons for hunting deer with guns or bear during the open seasons for hunting bear with guns or bows shall exhibit and register the deer with the deer carcass tag attached as required by s. 29.347 (1), Stats., and s. NR 10.103, or the bear with the bear carcass tag attached as required by s. 29.184 (8), Stats., and s. NR 10.101 (3) at an authorized registration station as follows:
NR 10.106(2)(a) (a) Gun license deer. Gun license deer shall be registered in the unit in which the deer was killed or an adjoining unit no later than 5:00 p.m. of the first day following the season's close. Deer may not be transported outside the unit in which it was killed or an adjoining unit until it is registered.
NR 10.106(2)(b) (b) Special permit deer. Party permit deer, bonus permit deer or antlerless deer taken under the authority of a hunter's choice permit, a gun deer license or special deer permit shall be registered within the deer management unit in which the deer was killed or an adjoining unit no later than 5:00 p.m. of the first day following the season's close.
NR 10.106(2)(c) (c) Lake Superior islands deer. Any gun killed deer taken on any of the islands in the outlying waters of Lake Superior in Ashland and Bayfield counties shall be registered within the deer management unit in which the deer was killed or within the city of Bayfield no later than 5:00 p.m. of the first day following the close of such season.
NR 10.106(2)(d) (d) Bow killed deer.
NR 10.106(2)(d)1.1. `Time deadline.' A deer killed under an archery deer license shall be registered no later than 5:00 P.M. on the third day after it was killed, or by 5:00 P.M. on the day after the close of the bow season period during which it was killed, as described in s. NR 10.01 (3) (em), whichever is earlier.
NR 10.106(2)(d)2. 2. `Bow killed deer.' Bow killed deer shall be registered within the deer management unit in which the deer was killed or in an adjoining deer management unit. Deer may not be transported outside the unit in which it was killed or an adjoining unit until it is registered.
NR 10.106(2)(e) (e) Bear license (bow and gun).
NR 10.106(2)(e)1.1. Bear shall be registered within the county in which the bear was killed or adjoining county and within the black bear management zone or at registration stations that are adjacent to highways forming the boundary of the zone in which it was killed no later than 5:00 p.m. of the day after it was killed.
NR 10.106(2)(e)2. 2. Any part of a harvested bear may be collected or sampled by the department for research purposes prior to or during registration. No person may refuse to allow a part to be collected or a sample to be taken during registration.
NR 10.106(2)(f) (f) CWD management zone. Any deer harvested in the CWD management zone shall be registered at registration stations designated by the department no later than 5:00 p.m. on the third day after it was killed, or by 5:00 P.M. on the day after the close of the season during which it was killed, as described in s. NR 10.01 (3) (et), whichever is earlier, unless otherwise authorized by the department.
NR 10.106(2)(g) (g) Earn-a-buck units. No person may use or attempt to use an antlerless deer to earn the ability to harvest more than one buck or to receive more than one antlerless deer registration verification in any unit designated as an earn-a-buck unit under s. NR 10.01 (3) (ed) 1. b. or (et) 3.
NR 10.106(3) (3)Registration tagging. Upon verification of license and deer hunting permit information, the station operator shall do all of the following:
NR 10.106(3)(a) (a) Complete and retain the registration stub.
NR 10.106(3)(b) (b) Lock a registration tag to the carcass or part of the deer or bear.
NR 10.106 Note Note: The carcass tag attached to the animal contains a number corresponding to the registrant's hunting license and backtag.

NR 10.11 NR 10.11 Elk hunting.
NR 10.11(1)(1)Prohibited methods. No person may hunt elk by any of the following methods:
NR 10.11(1)(b) (b) Dogs. With the aid of dogs.
NR 10.11(1)(c) (c) Ammunition. With ammunition loaded with full metal jacket, nonexpanding type bullets.
NR 10.11(1)(d) (d) Shotguns. With a shotgun that is .410 bore shotgun or smaller and does not fire a single slug.
NR 10.11(1)(e) (e) Rifles. With any .22 rim-fire, 5 mm rim-fire rifle, .17 caliber center-fire rifle, or with ammunition loaded with full metal jacket, nonexpanding type bullets.
NR 10.11(1)(f) (f) Handguns. With a handgun that is loaded with a .410 shotgun shell loaded with a single slug or projectile, a centerfire cartridge .22 caliber or smaller or has a minimum barrel length that is less than 5 1/2 inches measured from the muzzle to the firing pin with the action closed.
NR 10.11(1)(g) (g) Muzzleloaders. With a muzzleloader that is less than .45 caliber or a muzzle-loading handgun.
NR 10.11(1)(h) (h) Bows. With a bow that has a draw weight less than 30 pounds.
NR 10.11(1)(i) (i) Arrow standards.
NR 10.11(1)(i)1.1. Use, possess or have under control while elk hunting, any arrow with a metal broad-head blade less than seven-eights of an inch in width. Broad-head blades shall be well-sharpened.
NR 10.11(1)(i)2. 2. Use, possess or have under control while hunting, any poisoned or drugged arrow, arrow with explosive tips or any crossbow, unless authorized to use a crossbow under s. 29.171 (2m), (4) or 29.193 (2), Stats., which authorize the use of a crossbow.
NR 10.11(2) (2)Tags. A back and carcass tag shall be issued with each hunting license. While hunting, no person may possess a validated carcass tag unless it is attached to a legally killed elk.
NR 10.11(3) (3)Validation. Any person who kills an elk shall immediately validate the carcass tag by slitting the marks on the carcass tag as designated by the department. Failure to completely validate the carcass tag renders possession of the elk illegal and the carcass tag invalid.
NR 10.11(4) (4)Carcass condition and transportation.
NR 10.11(4)(a)(a) Transportation. No person may transport an elk from the time the elk is killed to the time it is registered under sub. (5) that is tagged with the carcass tag of another person unless accompanied by the person issued the carcass tag.
NR 10.11(4)(b) (b) Carcass condition. Elk may be skinned and the carcass divided into as many as 5 parts prior to registration. These animals or animal parts may not be removed from zones A and B as established in s. NR 10.37, unless exhibited, registered and tagged.
NR 10.11(5) (5)Exhibition and registration.
NR 10.11(5)(a)(a) Exhibition. Each person who has killed an elk during the open seasons for hunting elk with a gun or bow shall exhibit and register the elk with the elk carcass tag attached as required by s. 29.347 (2), Stats., at an authorized registration station. If the elk is skinned and the carcass divided into 5 or fewer parts, all parts, other than the entrails removed by field dressing, shall be exhibited when registering the elk.
NR 10.11(5)(b) (b) Registration.
NR 10.11(5)(b)1.1. Elk shall be registered by 5:00 p.m. on the day after it was killed at the registration station designated by the department.
NR 10.11(5)(b)2. 2. Hunters shall provide the department with information requested by the department regarding the location of the kill and the location of those carcass parts removed by field dressing.
NR 10.11(5)(b)3. 3. Notwithstanding s. 29.347, Stats., any part of any animal harvested under s. NR 10.01 (3) (i) may be collected or sampled by the department for disease testing purposes prior to registration.
NR 10.11(5)(c) (c) Registration tagging. Upon verification of license and elk hunting tag information, the station operator shall:
NR 10.11(5)(c)1. 1. Complete and retain the registration form as required by the department.
NR 10.11(5)(c)2. 2. Lock a registration tag to the carcass or part of the elk.
NR 10.11(5)(c)3. 3. Remove the validation portion of the carcass tag.
NR 10.11(6) (6)Hunting hours. Legal hunting hours for elk are the same as those listed in s. NR 10.06 (5).
