2. Notwithstanding
subd. 1., "construction business" includes the construction, installation or alteration of permanent devices or structures where the structure or device is regulated under one of the following codes:

3. "Construction business" includes the activity of installing interior wall coverings in commercial buildings.
SPS 305.30(1m)(b)
(b) "Dwelling unit" means a structure or that part of a structure which is used or intended to be used as a home, residence or sleeping place by one person or by 2 or more persons maintaining a common household, to the exclusion of all others.

(c) "One- and 2- family dwelling" means any building that contains one or 2 dwelling units that construction of which commenced before, on or after December 1, 1978.

(2) Application for building contractor registration. A person applying for a building contractor registration shall submit all of the following:

(c) The social security number or federal employer identification number for the business.
SPS 305.30(2)(d)
(d) A statement certifying compliance with worker's compensation requirements under
ch. 102, Stats., and unemployment compensation requirements under
ch. 108, Stats.

(3) Qualifications for registration. The person applying for a building contractor registration shall be the owner of the construction business, a partner in the construction business applying on behalf of a partnership, or the chairman of the board or chief executive officer applying on behalf of the construction corporation.

(4) Responsibilities. A person or entity that holds a building contractor registration shall do all of the following:

(a) Include his or her registration number on all construction bids and contracts.
SPS 305.30(4)(b)
(b) Not contract with another person or entity to engage in construction business activities unless the person or entity holds a credential under
sub. (1) (a) or
(b).
SPS 305.30(4)(c)
(c) Not commence a construction business activity until a permit is issued for the construction for any project that requires a uniform building permit under
s. SPS 320.08.
SPS 305.30(4)(d)
(d) Not commence a construction business activity until a permit is issued for the construction for any project that requires a municipal building permit involving a public building, a place of employment or a one- or 2- family dwelling.

SPS 305.31(1)(1)
General. Pursuant to s.
101.654 (1) (a), Stats., no person may obtain a building permit for a one- or 2-family dwelling unless the person complies with all of the following, except as provided under s.
101.654 (1) (b) and
(c) 2., Stats.:

(a) Holds one of the following credentials issued by the department:

(b) Holds or engages, as an employee, a person who holds a certification issued by the department as a dwelling contractor qualifier.

SPS 305.31(4)(b)
(b) For any construction project that requires a uniform building permit under
s. SPS 320.08, a person who holds a dwelling contractor certification or a dwelling contractor — restricted certification may not commence construction until a permit is issued for the construction.
SPS 305.31(4)(c)
(c) For any construction project that involves installation or modification of a private onsite wastewater treatment system, a person who holds a dwelling contractor certification or a dwelling contractor — restricted certification may not commence construction until a sanitary permit is issued for the construction in accordance with
s. SPS 383.21.

(d) A person who holds a dwelling contractor certification or a dwelling contractor — restricted certification may not contract with another person or entity to engage in construction business activities unless the person or entity holds a credential under
s. SPS 305.30 (1) (a) or

101.16 (4) (a), Stats., provides that: The person performing the work of installing equipment utilizing liquefied petroleum gas for fuel purposes shall furnish the user of the equipment a statement, the form of which shall be prescribed by the department showing the design, construction, location, and installation of the equipment conforms with the rules promulgated by the department under this section.

SPS 305.315(1)
(1)
General. The purpose of the dwelling contractor qualifier certification is to provide proof of fulfilling the continuing education obligations to the issuers of building permits as required under s.
101.654 (1) (a), Stats.
SPS 305.315(2)
(2) Application. A person applying for a dwelling contractor qualifier certification shall submit all of the following:

(c) Evidence that the person has completed at least 12 hours in an approved course in dwelling construction within one year prior to the date of application. The course shall include instruction in at least the following subject matter and one or more tests on at least the following subject matter:
SPS 305.315(3)(a)1.1. A person may renew his or her certification as a dwelling contractor qualifier.
SPS 305.315(3)(b)1.1. The renewal of a certification as a dwelling contractor qualifier shall be contingent upon the individual obtaining at least 12 hours of acceptable continuing education within the time period specified in
s. SPS 305.08 and Table 305.06, except as provided in
subd. 2.

2. A person who holds a certification as a dwelling contractor qualifier may apply to the department for waiver of the continuing education requirements under
subd. 1. on the grounds of prolonged illness or disability or similar circumstances. Each application for waiver shall be considered individually on its merits by the department.

Manufactured home manufacturers. SPS 305.32(1)(a)(a) Pursuant to s.
101.95, Stats., no manufacturer of manufactured homes may manufacture, sell or distribute for sale manufactured homes unless the manufacturer holds a license issued by the department as a licensed manufactured home manufacturer.

(b) A manufactured home manufacturer license shall be required for each manufacturing plant which manufactures homes to be sold or distributed for sale in the state.

(2) Application for license. A person applying for a manufactured home manufacturer license shall submit all of the following:
