TCS 11.02(5) (5) "District director" means the person employed by a district pursuant to s. 38.12 (3), Stats.
TCS 11.02(6) (6) "Program" means the technical college instructor occupational competency program established by the board under s. 38.32, Stats.
TCS 11.02(7) (7) "Vocational education instructor" means a person certified by the board to teach vocational subjects under ch. TCS 3, and who has entered into a teaching contract with a district.

TCS 11.03 TCS 11.03 General.
TCS 11.03(1)(1) The program shall be designed to provide technical college instructors with temporary work experience in business and industry in order to improve their knowledge and skills in the subjects they teach.
TCS 11.03(2) (2) To the extent possible, grants awarded under the program shall be equally distributed on a statewide basis.
TCS 11.03(3) (3) No person employed by a business or industry participating in this program may be terminated from employment, laid-off or otherwise displaced as a result of that business or industry participating in the program.
TCS 11.03(4) (4) No grant may be awarded to any district board that conflicts with a collective bargaining agreement.

TCS 11.04 TCS 11.04 Grant applications.
TCS 11.04(1)(1) Districts shall disseminate information to technical college instructors informing them of the program.
TCS 11.04(2) (2) A technical college instructor desiring to participate in the program shall inform his or her district director of his or her intent to be considered for funding under the program. Participation in the program shall be voluntary on the part of the technical college instructor and the district board.
TCS 11.04(3) (3) If the district board determines that the technical college instructor should be allowed to participate in the program it may file an application for a grant.
TCS 11.04(4) (4) The application for a grant shall be on forms prescribed by the board and shall be filed with the board.

TCS 11.05 TCS 11.05 Grant awards.
TCS 11.05(1)(1) Grant awards for technical college instructors employed by districts shall be made by the director or the director's designee to the district employing the technical college instructor.
TCS 11.05(2) (2) In determining whether a grant award will be made, based upon a particular grant application, the following criteria shall be applied:
TCS 11.05(2)(a) (a) The potential for improved instruction resulting from participation in the program.
TCS 11.05(2)(b) (b) The need for upgrading the technical college instructor's skills after considering technological advances in the subject area taught by that person.
TCS 11.05(2)(c) (c) The number of grant awards and the amount of funds awarded to that district for technical college instructors.
TCS 11.05(2)(d) (d) The availability of funds.

TCS 11.06 TCS 11.06 Conditions of the grant award.
TCS 11.06(1) (1) Each business or industry participating in the program shall certify that no person employed by that business or industry will be terminated from employment, laid-off or otherwise displaced as a result of that business or industry participating in the program.
TCS 11.06(2) (2) Grant awards under the program shall only be used to partially pay the salaries and fringe benefits of technical college instructors participating in the program.
TCS 11.06(3) (3) Any grant award received by a district board shall, at a minimum, be equally matched by the district board.
TCS 11.06(4) (4) Each technical college instructor shall, within 60 days of completion of participation in the program and on forms provided by the board, submit a written evaluation to the board and his or her district board describing the work experience received and the specific applications that the work experience will have to the instructor's teaching assignment.
TCS 11.06(5) (5) Prior to September 15, and on forms provided by the board, each participating district, and business and industry shall evaluate its participation in the program and forward a copy of this evaluation to the board.
