TCS 13.01
Purpose. The purpose of this chapter is to establish standards for alcohol and other drug abuse prevention and intervention programs, and criteria and procedures for awarding and monitoring grants as provided in
s. 38.35, Stats.

TCS 13.02(1)(1) "AODA program" means an alcohol and other drug abuse prevention and intervention program established under
s. 38.35, Stats.
TCS 13.02(2)
(2) "Board" means the technical college system board.
TCS 13.02(4)
(4) "District" means a technical college district established under
ch. 38, Stats.
TCS 13.02(5)
(5) "District board" means the district board in charge of the technical colleges of a district.
TCS 13.02(6)
(6) "District director" means the person employed by a district board under
s. 38.12 (3) (a)1, Stats., who exercises general supervision and management of the development and work of the technical colleges.

General program requirements. An AODA program proposed for funding under
s. 38.35, Stats., and this chapter:
TCS 13.03(1)
(1) Shall be coordinated by an alcohol and other drug abuse prevention and intervention counselor who is certified by the board under
s. TCS 3.08. The counselor shall coordinate or perform the functions under
s. 38.35 (2), Stats.
TCS 13.03(2)
(2) May not use funds awarded under this chapter to supplant other funds available for positions or programs relating to the prevention of, intervention in or education about alcohol or other drug abuse.

Grant application procedures. TCS 13.04(1)
(1) Annually, during a time period established by the board, districts may submit proposals for a grant to assist in funding an AODA program under
s. 38.35, Stats. The proposal shall be in writing, signed by the district director, and be in such form as the board requires. The proposal shall include all of the following:

(a) A description of the proposed AODA program which includes:
TCS 13.04(1)(a)1.
1. The nature of the educational programs to be provided district staff and students in the prevention of and intervention in alcohol and other drug abuse.
TCS 13.04(1)(a)2.
2. The methods to be used to provide and coordinate support services for students who are in treatment for or recovering from dependence on alcohol or other drugs.
TCS 13.04(1)(b)2.
2. A description and explanation of conditions which lead to development of the goals and objectives.
TCS 13.04(2)
(2) The board shall prepare an application manual which it may update as needed. The manual shall contain the application procedures, requirements and instructions for funding.

TCS 13.05
Grant award criteria. Before awarding an AODA program grant, the board shall consider all of the following:
TCS 13.05(1)
(1) Whether the proposed AODA program adequately provides the items required under
s. 38.35 (2), Stats.
TCS 13.05(2)
(2) The technical and management capabilities of the district relative to the AODA program as proposed.
TCS 13.05(3)
(3) The availability of adequate financial resources to successfully provide the program as proposed in the grant application.
TCS 13.05(4)
(4) Whether the proposal adequately meets the local needs as proposed in the grant application.
