2. Detailed description of the objective of the proposed rule:
The proposed rule revisions will be enacted in order to modernize the nature of Commission proceedings to specifically provide for notice of meetings to Commissioners via electronic correspondence and provide for the distribution of Commission meeting material in electronic format.
3. Description of the existing policies relevant to the rule, new policies proposed to be included in the rule, and an analysis of policy alternatives:
Currently, Administrative Code Provision 2.02(4) provides that “[a]ny notice to commissioners [of meetings] required under this section may be given in person, in writing or by telephone, whichever is most practicable.” Expressly modifying the provision to include electronic communication would more accurately reflect notice available under the Administrative Code provision and modernize that manner in which the Commission does business.
Similarly, Administrative Code Provision 4.04(2) provides that “[t]he executive director shall prepare a report of each investigation made, which shall be given or mailed to each commission member participating in the matter.” Expressly modifying the provision to include electronic distribution would more accurately reflect dissemination available under the Administrative Code provision and modernize the manner in which the Commission does business.
In addition to modernizing Commission procedures, the use of electronic communication and distribution of meeting notice and materials provides for faster and more efficient operation of the Commission.
4. Detailed explanation of statutory authority for the rule (including the statutory citation and language):
The Commission has statutory rule making authority under ch. 227 for its proceedings, pursuant to Wis. Stat. § 757.83 (3).

There is no overlap with any existing or proposed federal regulations.
