1995 WISCONSIN ACT 3
An Act to repeal 44.20 (1m); and to amend 20.245 (2) (g) and 44.02 (5) of the statutes; relating to: fees for admission to historic sites.
The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:

Section 1
. 20.005 (3) (schedule) of the statutes: at the appropriate place, insert the following amounts for the purposes indicated:

. 20.245 (2) (g) of the statutes is amended to read:
20.245 (2) (g) Admissions, sales and other receipts. The amounts in the schedule for the operation and maintenance of historic sites, including state-owned housing at such sites. All moneys received from admissions, sales and other receipts generated by each historic site, including rentals of state-owned housing, to be used for the operation and maintenance of historic sites, including state-owned housing at such sites shall be credited to this appropriation account.

Section 3m. 44.02 (5) of the statutes is amended to read:
44.02 (5) Keep its main library and museum rooms open at all reasonable hours on business days for the reception of the residents of this state who may wish to visit the library or museum. Except as provided under sub. (5m) and s. 44.20 (1m), the historical society may collect a fee for admission to historic sites or buildings acquired, leased or operated by the historical society, including areas within state parks or on other state-owned lands which incorporate historic buildings, restorations, museums or remains and which are operated by the historical society by agreement with the department of natural resources or other departments, or for lectures, pageants or similar special events, or for admission to defray the costs of special exhibits in its several buildings of documents, objects or other materials not part of the historical society's regular collections but brought in on loan from other sources for such special exhibitions. The historical society may procure and sell or otherwise dispose of postcards, souvenirs and other appropriate merchandise to help defray the costs of operating its several plants and projects.

Appropriation changes.
(1) Historic sites admission fees.
(a) In the schedule under section 20.005 (3) of the statutes for the appropriation to the historical society under section 20.245 (2) (bd) of the statutes, as affected by the acts of 1993 and 1995, the dollar amount is decreased by $3,100 for fiscal year 1994-95 to reduce funding to reflect changes in the specific schedule of fees for admission to historic sites.
(b) In the schedule under section 20.005 (3) of the statutes for the appropriation to the historical society under section 20.245 (2) (be) of the statutes, as affected by the acts of 1993 and 1995, the dollar amount is decreased by $3,600 for fiscal year 1994-95 to reduce funding to reflect changes in the specific schedule of fees for admission to historic sites.
(c) In the schedule under section 20.005 (3) of the statutes for the appropriation to the historical society under section 20.245 (2) (bf) of the statutes, as affected by the acts of 1993 and 1995, the dollar amount is decreased by $6,400 for fiscal year 1994-95 to reduce funding to reflect changes in the specific schedule of fees for admission to historic sites.
(d) In the schedule under section 20.005 (3) of the statutes for the appropriation to the historical society under section 20.245 (2) (bg) of the statutes, as affected by the acts of 1993 and 1995, the dollar amount is decreased by $6,000 for fiscal year 1994-95 to reduce funding to reflect changes in the specific schedule of fees for admission to historic sites.
(e) In the schedule under section 20.005 (3) of the statutes for the appropriation to the historical society under section 20.245 (2) (bh) of the statutes, as affected by the acts of 1993 and 1995, the dollar amount is decreased by $1,800 for fiscal year 1994-95 to reduce funding to reflect changes in the specific schedule of fees for admission to historic sites.
(f) In the schedule under section 20.005 (3) of the statutes for the appropriation to the historical society under section 20.245 (2) (bi) of the statutes, as affected by the acts of 1993 and 1995, the dollar amount is decreased by $29,100 for fiscal year 1994-95 to reduce funding to reflect changes in the specific schedule of fees for admission to historic sites.
(g) Notwithstanding section 20.001 (3) (c) of the statutes, on June 30, 1995, there shall lapse to the general fund from the appropriation account to the historical society under section 20.245 (2) (g) of the statutes, as affected by the acts of 1993 and 1995, an amount equal to the difference, if any, between any appropriation change specified in paragraphs (a) to (f) and the unencumbered balance on the effective date of this paragraph for the applicable appropriation account specified in paragraphs (a) to (f)
. This paragraph only applies to any appropriation change specified in paragraphs (a)
to (f) for which the unencumbered balance on the effective date of this paragraph for the applicable appropriation account is insufficient to make the appropriation change specified in paragraphs (a) to (f) .

Effective dates. This act takes effect on the day after publication, except as follows:
(1) The treatment of section 20.245 (2) (g) of the statutes takes effect on July 1, 1995.
