2017 WISCONSIN ACT 314
An Act to amend 20.285 (1) (rm) (title), 24.09 (1) (a), 24.11 (1) (c), 24.605, 24.61 (2) (cm) (intro.), 36.49 (title) and 36.49 (3); and to create 24.09 (1) (bg) and 36.49 (4) of the statutes; relating to: merit scholarships for certain University of Wisconsin System students, transfers of trust fund lands, and making an appropriation.
The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:
314,1 Section 1. 20.285 (1) (rm) (title) of the statutes is amended to read:
20.285 (1) (rm) (title) Environmental program grants and scholarships; Wisconsin Merit scholarships .
314,1c Section 1c. 24.09 (1) (a) of the statutes is amended to read:
24.09 (1) (a) Except as provided under par. (c), the board may not sell or exchange any public lands which were not appraised or appraised under s. 24.08. Except as provided under pars. (b), (bg), (bm) and (c), the board may not sell or exchange any public lands except at public auction or by sealed bid.
314,1g Section 1g. 24.09 (1) (bg) of the statutes is created to read:
24.09 (1) (bg) The board may sell public lands belonging to a trust fund, as defined under s. 24.60 (5), to another trust fund, as defined under s. 24.60 (5), at the appraised value of the land. The board shall remit the proceeds of a sale under this paragraph to the secretary of administration for deposit in the appropriate trust fund.
314,1n Section 1n. 24.11 (1) (c) of the statutes is amended to read:
24.11 (1) (c) Unless Except as provided under s. 24.09 (1) (bg) and unless otherwise required by law to be deposited into a fund other than any of the trust funds, as defined in s. 24.60 (5), all moneys received from the sale of public lands on or after May 3, 2006, shall be credited to the appropriate trust fund in an account specified in s. 24.605.
314,1r Section 1r. 24.605 of the statutes is amended to read:
24.605 Accounts in trust funds for deposit of proceeds from sale of certain lands. The board shall establish in each of the trust funds an account to which are credited the proceeds from the sale of any public lands, except sales under s. 24.09 (1) (bg), on or after May 3, 2006, that are required by law to be deposited in the funds. Moneys credited to the accounts in the funds may only be used to invest in land under s. 24.61 (2) (a) and for the payment of expenses necessarily related to investing in land under s. 24.61 (2) (a).
314,1w Section 1w. 24.61 (2) (cm) (intro.) of the statutes is amended to read:
24.61 (2) (cm) Investments in land in this state. (intro.) The Except as provided under s. 24.09 (1) (bg), the board may not invest moneys in the purchase of any land under par. (a) unless all of the following occur:
314,2 Section 2. 36.49 (title) of the statutes is amended to read:
36.49 (title) Environmental program grants and scholarships; Wisconsin Merit scholarships.
314,3 Section 3. 36.49 (3) of the statutes is amended to read:
36.49 (3) Award the balance Provide $300,000 to the University of Wisconsin-Stevens Point for environmental programs.
314,4 Section 4. 36.49 (4) of the statutes is created to read:
36.49 (4) Award the balance in annual scholarships called “Wisconsin Merit scholarships,” which shall be based only on merit to students who are enrolled in an institution or college campus and who have either graduated from high school in this state or been granted a high school diploma by the administrator of a home-based private educational program, as defined in s. 115.001 (3g), in this state. The board shall determine merit based on a performance on standardized college entrance examinations and, if applicable, cumulative high school grade point averages. An annual scholarship awarded to a student under this subsection shall equal $5,000. This subsection does not apply beginning on the first day of the 60th month after the effective date of this subsection .... [LRB inserts date].
