2017 WISCONSIN ACT 336
An Act to repeal 106.273 (3) (a) 1.; to renumber and amend 106.273 (2) and 106.273 (3) (a) 2.; to amend 20.445 (1) (b), 106.273 (title), 106.273 (3) (a) (intro.), 106.273 (3) (am) and 106.273 (3) (b); and to create 20.445 (1) (c), 106.273 (1) (title), 106.273 (2) (b), 106.273 (3) (title), 106.273 (3) (a) 2m., 106.273 (4) and 106.273 (5) of the statutes; relating to: career and technical education incentive grants for school districts and completion awards for students and making an appropriation.
The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:
336,1 Section 1. 20.445 (1) (b) of the statutes, as affected by 2017 Wisconsin Act 59, section 398, is amended to read:
20.445 (1) (b) Workforce training; programs, grants, and services. As a continuing appropriation, the amounts in the schedule for the local youth apprenticeship grants under s. 106.13 (3m), youth summer jobs programs under s. 106.18, employment transit assistance grants under s. 106.26, workforce training grants and services under s. 106.27 (1), (1g), (1j), and (1r), teacher development program grants under s. 106.272, career and technical education incentive grants under s. 106.273 (3), technical education equipment grants under s. 106.275, apprentice programs under subch. I of ch. 106, and the grant described in 2017 Wisconsin Act 59, section 9151 (5q).
336,2 Section 2. 20.445 (1) (c) of the statutes is created to read:
20.445 (1) (c) Career and technical education completion awards. A sum sufficient for the career and technical education completion awards under s. 106.273 (4).
336,3 Section 3. 106.273 (title) of the statutes is amended to read:
106.273 (title) Career and technical education incentive grants and completion awards.
336,4 Section 4. 106.273 (1) (title) of the statutes is created to read:
106.273 (1) (title) Identification of workforce shortages.
336,5 Section 5. 106.273 (2) of the statutes is renumbered 106.273 (2) (intro.) and amended to read:
106.273 (2) Approval of programs. (intro.) The department shall approve industry-recognized certification programs designed to mitigate do any of the following:
(a) Mitigate workforce shortages in any of the industries or occupations identified under sub. (1).
336,6 Section 6. 106.273 (2) (b) of the statutes is created to read:
106.273 (2) (b) Prepare individuals for occupations as fire fighters, emergency medical responders, as defined in s. 256.01 (4p), or emergency medical services practitioners, as defined in s. 256.01 (5).
336,7 Section 7. 106.273 (3) (title) of the statutes is created to read:
106.273 (3) (title) Incentive grants to school districts.
336,8 Section 8. 106.273 (3) (a) (intro.) of the statutes, as affected by 2017 Wisconsin Act 59, is amended to read:
106.273 (3) (a) (intro.) From the appropriation under s. 20.445 (1) (b), the department shall allocate not less than $3,500,000 in each fiscal year for incentive grants to school districts under this section subsection. From that allocation, the department shall, subject to par. (am), annually award all of the following incentive grants:
1m. An incentive grant to a school district that has an industry-recognized certification program approved by the department under sub. (2) (a). Subject to pars. (am) and (b), the amount of the incentive grant under this subdivision is equal to $1,000 per pupil for each pupil student in the school district who, in to whom all of the following apply:
a. In the prior school year, the student obtained a high school diploma or a technical education high school diploma from a school in the school district, if all of the following apply:.
336,9 Section 9. 106.273 (3) (a) 1. of the statutes is repealed.
336,10 Section 10. 106.273 (3) (a) 2. of the statutes is renumbered 106.273 (3) (a) 1m. b. and amended to read:
106.273 (3) (a) 1m. b. The pupil student successfully completed the school district's industry-recognized certification program under subd. 1. in any a school year in which the program was approved by the department under sub. (2) (a).
336,11 Section 11. 106.273 (3) (a) 2m. of the statutes is created to read:
106.273 (3) (a) 2m. An incentive grant to a school district that has an industry-recognized certification program approved by the department under sub. (2) (b). Subject to par. (b), for each such program the school district has, the amount of the incentive grant under this subdivision is equal to $1,000 for each student in the school district who successfully completed the program in a school year in which the program was approved by the department under sub. (2) (b).
336,12 Section 12. 106.273 (3) (am) of the statutes, as created by 2017 Wisconsin Act 59, is amended to read:
106.273 (3) (am) The department may not make a per pupil student award of $1,000 to a school district under par. (a) 1m. if the industry-recognized certification program completed by the pupil student as a condition of the award under par. (a) 2. 1m. b. is an information technology instructional program developed under s. 115.455.
336,13 Section 13. 106.273 (3) (b) of the statutes is amended to read:
106.273 (3) (b) If the amount allocated under par. (a) in any fiscal year is insufficient to pay the full amount per pupil student under par. (a) 1m. and 2m., the department may prorate the amount of its the department's payments among school districts eligible for an incentive grant grants under this section subsection.
336,14 Section 14. 106.273 (4) of the statutes is created to read:
106.273 (4) Completion awards for students. From the appropriation under s. 20.445 (1) (c), the department shall annually award a completion award to a student in the amount of $500 for each industry-recognized certification program approved by the department under sub. (2) (b) that the student successfully completed in a school year in which the program was approved by the department under sub. (2) (b).
336,15 Section 15. 106.273 (5) of the statutes is created to read:
106.273 (5) Memorandum of understanding. The department and the department of public instruction shall enter into a memorandum of understanding setting forth their respective responsibilities in administering this section. The memorandum of understanding shall provide that the department of workforce development will annually furnish funds to the department of public instruction to make the payments under subs. (3) and (4).
336,16 Section 16. Initial applicability.
(1) Career and technical education incentive grants and completion awards. This act first applies to the completion of an industry-recognized certification program approved by the department of workforce development under section 106.273 (2) (b) of the statutes by a student in the 2018-19 school year.
