AB1048-SA4,1,3 1. Page 20, line 18: after that line insert:

AB1048-SA4,1,6 "(3) Prohibition of inserts. Utilities affected by this legislation shall be prohibited from placing inserts in utility bills blaming the legislature for any increases caused by this bill for 4 years after the effective date of this bill.".
