SB2-ASA1-AA7,1,11 At the locations indicated, amend the substitute amendment as follows:
SB2-ASA1-AA7,1,4 21. Page 1, line 7: delete the material beginning with "the commission" and
3ending with "Milwaukee;" on line 8 and substitute "commissions on the future of
4school districts; requiring referenda;".
SB2-ASA1-AA7,1,7 52. Page 2, line 3: delete the material beginning with "Commission" and ending
6with "Schools" on line 4 and substitute "Commissions on the future of school
7districts
".
SB2-ASA1-AA7,1,8 83. Page 2, line 7: delete lines 7 to 10 and substitute:
SB2-ASA1-AA7,1,12 9"20.855 (8) Commissions on the future of school districts. (a) Referendum.
10The amounts in the schedule to reimburse the city of Milwaukee or the appropriate
11county or municipality for the cost of conducting the referendum under 1997
12Wisconsin Act .... (this act), section 9156 (1m) (e).".

SB2-ASA1-AA7,2,3 3(a) In this subsection:
SB2-ASA1-AA7,2,5 41. "Chief executive officer" means the mayor or city manager of a city, the village
5president of a village or the town board chairperson of a town.
SB2-ASA1-AA7,2,6 62. "Municipality" means a city, village or town.
SB2-ASA1-AA7,2,10 7(b) By December 15, 2000, the department of public instruction shall determine
8which school districts are low in performance for each school district that is low in
9performance, as determined by the department of public instruction, there is created
10a commission consisting of the following members:
SB2-ASA1-AA7,2,12 111. The speaker of the assembly and the leader of the minority party in the
12assembly or their designees, who shall be representatives to the assembly.
SB2-ASA1-AA7,2,14 132. The majority and minority party leaders in the senate or their designees, who
14shall be senators.
SB2-ASA1-AA7,2,17 153. The chief executive officer of the municipality, located in the school district,
16in which reside the largest number of pupils who attend the schools in the school
17district, or his or her designee, who shall reside in the school district.
SB2-ASA1-AA7,2,19 184. One person appointed by the school board, who shall reside in the school
19district.
SB2-ASA1-AA7,2,21 205. Three persons appointed by the governor, all of whom shall reside in the
21school district.
SB2-ASA1-AA7,2,24 22(c) The speaker of the assembly or his or her designee, whoever is a member
23of the commission, shall call the initial meeting of the commission. At the initial
24meeting, the members shall elect a chairperson.

1(d) By December 31, 1998, the commission shall submit a report to the
2governor, the school board, and the legislature in the manner provided by section
313.172 (2) of the statutes. The report shall describe the commission's proposal for the
4future policy direction of the school district and shall include the text of the questions
5to be submitted to the electors of the school district at the referendum to be held
6under paragraph (e).
SB2-ASA1-AA7,3,10 7(e) There shall be submitted to the electors of the school district, at a
8referendum to be held at the spring election in April 1999, one or more questions
9which shall be proposed by the commission, for advisory purposes only, concerning
10the future policy direction of the school district.
SB2-ASA1-AA7,3,18 11(f) The county and municipal clerk of each county and municipality having
12territory within the school district may submit to the department of administration
13a statement of the costs incurred by the county or municipality in conducting the
14referendum to be held under paragraph (e). The department of administration shall
15audit and reimburse the county or municipal treasurer for all such lawful costs
16incurred from the appropriation under section 20.855 (8) (a) of the statutes, as
17created by this act, to the extent that the moneys appropriated under that paragraph
18are sufficient to make that reimbursement.".
