AB3-AA7,1,11 At the locations indicated, amend the bill as follows:
AB3-AA7,1,2 21. Page 56, line 7: after that line insert:
AB3-AA7,1,3 3" Section 136g. 301.03 (3) of the statutes is amended to read:
AB3-AA7,2,24 301.03 (3) Administer Subject to sub. (3a), administer parole, extended
5supervision, and probation matters, except that the decision to grant or deny parole
6to inmates shall be made by the parole commission, and the decision to revoke
7probation, extended supervision, or parole in cases in which there is no waiver of the
8right to a hearing shall be made by the division of hearings and appeals in the
9department of administration. The secretary may grant special action parole
10releases under s. 304.02. The department shall promulgate rules establishing a drug
11testing program for probationers, parolees, and persons placed on extended
12supervision. The rules shall provide for assessment of fees upon probationers,

1parolees, and persons placed on extended supervision to partially offset the costs of
2the program.
AB3-AA7, s. 136r 3Section 136r. 301.03 (3a) of the statutes is created to read:
AB3-AA7,2,84 301.03 (3a) The department shall promote the increased effectiveness of
5probation, extended supervision, and parole by ensuring that by January 1, 2002,
6probation, extended supervision, and parole agents, on average, supervise no more
7than 50 persons on probation, extended supervision, or parole and by doing all of the
8following in every county in the state by January 1, 2002:
AB3-AA7,2,109 (a) Establishing a day reporting center for persons on probation, extended
10supervision, or parole.
AB3-AA7,2,1311 (b) Providing a format and a forum for community members to participate in
12department planning to increase the effectiveness of probation, extended
13supervision, and parole.
AB3-AA7,2,1414 (c) Developing a written strategy for local crime prevention.".
AB3-AA7,2,15 152. Page 202, line 9: after that line insert:
AB3-AA7,2,16 16" Section 9111. Nonstatutory provisions; corrections.
AB3-AA7,3,2 17(1) Initial implementation of caseload reduction requirements. The
18department of corrections shall develop a plan to implement section 301.03 (3a) of
19the statutes, as created by this act, and shall submit the plan to the joint committee
20on finance no later than the first day of the 3rd month beginning after the effective
21date of this subsection. No later than the first day of the 5th month beginning after
22the effective date of this subsection, the department of corrections shall begin

1reducing caseloads for probation, extended supervision, and parole agents who
2supervise more than 50 persons on probation, extended supervision, or parole.".
