TO 2011 ASSEMBLY BILL 152

AB152-ASA1,1,2 1An Act to amend 114.34 (1) and 114.34 (2) of the statutes; relating to: state aid
2for airport improvement projects.
Analysis by the Legislative Reference Bureau
Under current law, the state may not pay more than 50 percent of the costs in
excess of the federal government's share of an airport improvement project that
involves federal aid or more than 80 percent of the costs of an airport improvement
project that does not involve federal aid. Additionally, the state's aid may not include
more than $500,000 for the cost of a building project or building improvement project
and may not include any part of the cost of hangars. Under this substitute
amendment, state aid for an airport improvement project may include up to
$1,250,000 for the cost of a building project or building improvement project.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB152-ASA1, s. 1 3Section 1. 114.34 (1) of the statutes is amended to read:
AB152-ASA1,2,74 114.34 (1) The costs of airport improvement projects involving federal aid, in
5excess of the federal government's share, shall be borne by the sponsor and the state,

1except that the state shall pay not more than one-half of such the excess costs, nor
2more than $500,000 $1,250,000 for the cost of a building project or building
3improvement project and no part of the cost of hangars. The secretary, upon
4agreement with the sponsor, may advance up to 10% of the amount of any federal aid
5grant agreement for the payment of project costs of a federal aid project from
6unallocated state airport funds, subject to reimbursement upon final liquidation and
7settlement of the project with the sponsor and federal government.
AB152-ASA1, s. 2 8Section 2. 114.34 (2) of the statutes is amended to read:
AB152-ASA1,2,169 114.34 (2) The costs of projects not involving federal aid shall be borne by the
10sponsor and the state. The state shall pay not more than 80% of such the costs, which
11may include the cost of the land, the cost of lands or interest in lands deemed
12necessary for the protection of the aerial approaches, the cost of formulating the
13project application and preparing the plans and specifications, and the cost of
14construction and of all facilities deemed necessary for the operation of the airport.
15The state shall not contribute more than $500,000 $1,250,000 for the cost of a
16building project or building improvement project and no part of the cost of hangars.
