SB150-SA3,1,11 At the locations indicated, amend the bill as follows:
SB150-SA3,1,2 21. Page 1, line 9: delete "and".
SB150-SA3,1,5 32. Page 1, line 10: after "appeals" insert ", and preparation of legislative and
4congressional districting plans by the Legislative Reference Bureau and the
5Government Accountability Board".

SB150-SA3,1,7 7" Section 1d. 4.006 of the statutes is created to read:
SB150-SA3,1,13 84.006 Redistricting procedure. (1) The legislative reference bureau and
9the government accountability board shall develop standards for legislative and
10congressional districts based on population requirements under the Wisconsin
11Constitution and the U.S. Constitution and requirements under section 2 of the
12Voting Rights Act. One of the standards must be the electoral competitiveness of the
13districts.

1(2) Not later than January 1 of the 2nd year following the decennial federal
2census, the legislative reference bureau and the government accountability board
3shall jointly deliver to the president of the senate and speaker of the assembly
4identical bills creating plans of legislative and congressional redistricting, prepared
5in accordance with standards developed by the legislative reference bureau and the
6government accountability board under sub. (1). Either the assembly or the senate
7shall expeditiously introduce and bring a bill to a vote not less than 7 days, but not
8more than 21 days, after the date of introduction. The vote shall be under a procedure
9or rule permitting no amendments except those of a purely corrective nature. If a bill
10is approved by the first house in which it is considered, the bill shall expeditiously
11be brought to a vote in the 2nd house under a similar procedure or rule.
SB150-SA3,2,23 12(3) If neither of the bills delivered by the legislative reference bureau and the
13government accountability board under sub. (2) is approved by both the assembly
14and the senate, the legislative reference bureau and the government accountability
15board shall prepare identical bills embodying a 2nd plan of legislative and
16congressional redistricting. The legislative reference bureau and the government
17accountability board shall deliver the bills to the president of the senate and the
18speaker of the assembly no later than 21 days after the date of the vote by which the
19senate or the assembly failed to approve the bill submitted under sub. (2). Any bill
20delivered by the legislative reference bureau and the government accountability
21board under this subsection shall be expeditiously introduced and brought to a vote
22not less than 7 days, but not more than 21 days, after the date of introduction, in the
23same manner as prescribed for the bill required under sub. (2).
SB150-SA3,3,2 24(4) If neither of the bills delivered by the legislative reference bureau and the
25government accountability board under sub. (3) is approved by both the assembly

1and the senate, the same procedure as prescribed by sub. (2) shall be followed for the
2preparation and legislative consideration of a 3rd plan.".
