SENATE AMENDMENT 3, TO 2013 SENATE BILL 1

October 15, 2013 - Offered by Senator Carpenter.

SB1-SA3,1,1 At the locations indicated, amend the bill as follows:

SB1-SA3,1,3 1. Page 1, line 1: delete "and making an appropriation" and substitute ", sporting heritage grant funding, and making appropriations".

SB1-SA3,1,4 2. Page 1, line 2: before that line insert:

SB1-SA3,1,6 " Section 1c. 20.370 (1) (ma) of the statutes, as affected by 2013 Wisconsin Act 20, section 280b, is amended to read:

SB1-SA3,1,10 20.370 (1) (ma) General program operations — state funds. From the general fund, the amounts in the schedule for general program operations under ch. 23 and ss. 30.40 to 30.49, and for the trapper education program under s. 29.597, and for the grant amount under s. 29.605 (1) (b) that is provided in fiscal year 2013-14.

SB1-SA3,1e Section 1e. 29.605 (1) (a) of the statutes, as created by 2013 Wisconsin Act 20, is renumbered 29.605 (1) and amended to read:

SB1-SA3,2,6 29.605 (1) The Beginning in the 2015-17 fiscal biennium, and during each fiscal biennium thereafter, the department shall provide one grant during each fiscal biennium in the amount of $450,000 to a nonprofit organization to provide education to persons who engage in hunting, fishing, and trapping, to establish and operate programs to recruit persons to engage in these activities, and to encourage continued engagement in these activities.

SB1-SA3,1g Section 1g. 29.605 (1) (b) of the statutes, as created by 2013 Wisconsin Act 20, is repealed.

SB1-SA3,1m Section 1m. 29.605 (1) (c) of the statutes, as created by 2013 Wisconsin Act 20, is repealed.".

SB1-SA3,2,11 3. Page 1, line 2: delete " Section 1" and substitute "Section 1t".

SB1-SA3,2,12 4. Page 2, line 8: delete "$40,000,000" and substitute "$40,500,000".

SB1-SA3,2,13 5. Page 2, line 15: after that line insert:

SB1-SA3,2,23 "(2m) In the schedule under section 20.005 (3) of the statutes for the appropriation to the department of natural resources under section 20.370 (1) (ma) of the statutes, as affected by the acts of 2013, the dollar amount is decreased by $200,000 for the first fiscal year of the fiscal biennium in which this subsection takes effect to reduce funding for grants under section 29.605 of the statutes. In the schedule under section 20.005 (3) of the statutes for the appropriation to the department of natural resources under section 20.370 (1) (ma) of the statutes, as affected by the acts of 2013, the dollar amount is decreased by $300,000 for the second fiscal year of the fiscal biennium in which this subsection takes effect to reduce funding for grants under section 29.605 of the statutes.".
