AB407-ASA1,1,5 1An Act to renumber and amend 350.12 (4) (bg) 2.; to amend 350.12 (3) (a) 1.,
2350.12 (3) (c) 4., 350.12 (3j) (a) 2., 350.12 (3j) (b), 350.12 (3j) (d) and 350.12 (3j)
3(e) 2.; and to create 350.12 (3j) (bg), 350.12 (3j) (br) and 350.12 (4) (bg) 2. b. of
4the statutes; relating to: snowmobile registration, trail use sticker
5requirements, and funding for supplemental snowmobile trail aids.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB407-ASA1,1 6Section 1. 350.12 (3) (a) 1. of the statutes is amended to read:
AB407-ASA1,2,147 350.12 (3) (a) 1. Except as provided under subs. (2) and (5) (cm), no person may
8operate and no owner may give permission for the operation of any snowmobile
9within this state unless the snowmobile is registered for public use or private use
10under this paragraph or s. 350.122 or as an antique under par. (b) and has the
11registration decals displayed as required under sub. (5) or s. 350.122 or unless the

1snowmobile has a reflectorized plate attached as required under par. (c) 3. A
2snowmobile that is not registered as an antique under par. (b) may be registered for
3public use. A snowmobile that is not registered as an antique under par. (b) and that
4is used exclusively on private property, as defined under s. 23.33 (1) (n), may be
5registered for private use. A snowmobile public-use registration certificate is valid
6for 2 3 years beginning on the July 1 prior to the date of application if registration
7is made prior to April 1 and beginning on the July 1 subsequent to the date of
8application if registration is made after April 1 and ending on June 30, 2 3 years
9thereafter. A snowmobile private-use registration certificate is valid from the date
10of issuance until ownership of the snowmobile is transferred. The fee for the issuance
11or renewal of a public-use registration certificate is $30, except that the fee is $5 if
12it is a snowmobile owned and operated by a political subdivision of this state. There
13is no fee for the issuance of a private-use registration certificate or for the issuance
14of a registration certificate to the state.
AB407-ASA1,2 15Section 2. 350.12 (3) (c) 4. of the statutes is amended to read:
AB407-ASA1,2,1816 350.12 (3) (c) 4. The period of validity for a commercial snowmobile certificate
17is 2 3 years, to be calculated in the same manner as is the period of validity for a
18public-use registration certificate under par. (a).
AB407-ASA1,3 19Section 3. 350.12 (3j) (a) 2. of the statutes is amended to read:
AB407-ASA1,2,2320 350.12 (3j) (a) 2. Except as provided in par. (d), no No person who is the owner
21of a snowmobile may operate, or give permission for another person to operate, a
22snowmobile on a public snowmobile corridor in this state unless a trail use sticker
23issued under this subsection is displayed on the snowmobile.
AB407-ASA1,4 24Section 4. 350.12 (3j) (b) of the statutes is amended to read:

1350.12 (3j) (b) The Except as provided in par. (bg), the fee for a trail use sticker
2issued for a snowmobile that is exempt from registration under sub. (2) (b) or (bn) is
3$34.25. A trail use sticker issued for such a snowmobile may be issued only by the
4department and persons appointed by the department and expires on June 30 of each
5year.
AB407-ASA1,5 6Section 5. 350.12 (3j) (bg) of the statutes is created to read:
AB407-ASA1,3,107 350.12 (3j) (bg) 1. In this paragraph, "snowmobile club" means an association
8organized in this state that is a member of the Association of Wisconsin Snowmobile
9Clubs, that meets at least 3 times per year, that has at least 10 members, and that
10promotes responsible snowmobiling.
AB407-ASA1,3,1211 2. The fee for a trail use sticker issued in fiscal years 2015-16 to 2018-19 for
12a snowmobile that is exempt from registration under sub. (2) (b) or (bn) is $49.25.
AB407-ASA1,3,1613 3. Except as provided in par. (br), the fee for a trail use sticker issued in fiscal
14years 2015-16 to 2018-19 for a snowmobile that is registered under sub. (3) and that
15is owned by a person who is both a member of a snowmobile club and a member of
16the Association of Wisconsin Snowmobile Clubs is $9.25.
AB407-ASA1,3,1917 4. Except as provided in par. (br), the fee for a trail use sticker issued in fiscal
18years 2015-16 to 2018-19 for a snowmobile that is registered under sub. (3) and that
19is owned by a person who does not meet the requirements under subd. 3. is $29.25.
AB407-ASA1,3,2220 5. A trail use sticker issued for a snowmobile for which a fee is charged under
21this paragraph may be issued only by the department and persons appointed by the
22department and expires on June 30 of each year.
AB407-ASA1,6 23Section 6. 350.12 (3j) (br) of the statutes is created to read:

1350.12 (3j) (br) There is no fee for a trail use sticker issued for a snowmobile
2that has a model year that is at least 30 years earlier than the year in which the trail
3use sticker is issued.
AB407-ASA1,7 4Section 7. 350.12 (3j) (d) of the statutes is amended to read:
AB407-ASA1,4,75 350.12 (3j) (d) A snowmobile that is registered under this section or that is
6exempt from registration under sub. (2) (a) or (d) is exempt from having a trail use
7sticker displayed under par. (a).
AB407-ASA1,8 8Section 8. 350.12 (3j) (e) 2. of the statutes is amended to read:
AB407-ASA1,4,129 350.12 (3j) (e) 2. Any person, including the department, who issues a trail use
10sticker shall collect in addition to the fee under par. (b) or (bg) 2., 3., or 4. an issuing
11fee of 75 cents. The agent may retain 50 cents of the issuing fee to compensate the
12agent for the agent's services in issuing the sticker.
AB407-ASA1,9 13Section 9. 350.12 (4) (bg) 2. of the statutes is renumbered 350.12 (4) (bg) 2. a.
14and amended to read:
AB407-ASA1,4,2415 350.12 (4) (bg) 2. a. For fiscal year years 2011-12, and for each fiscal year
16thereafter
to 2015-16 and for fiscal years 2020-21 and for each fiscal year thereafter,
17the department shall calculate an amount equal to the number of trail use stickers
18issued under sub. (3j) in the previous fiscal year multiplied by $32 and shall credit
19this amount to the appropriation account under s. 20.370 (5) (cw). From the
20appropriation account under s. 20.370 (5) (cw), the department shall make payments
21to the department or a county for the purposes specified in par. (b). The department
22shall make payments under par. (bm) for trail maintenance costs that were incurred
23in the previous fiscal year and that exceed the maximum specified under par. (b) 1.
24before making payments for any of the other purposes specified in par. (b).
AB407-ASA1,10 25Section 10. 350.12 (4) (bg) 2. b. of the statutes is created to read:

1350.12 (4) (bg) 2. b. For fiscal years 2016-17 to 2019-20, the department shall
2calculate an amount equal to the number of trail use stickers issued under sub. (3j)
3in the previous fiscal year to owners of snowmobiles that are exempt from
4registration under sub. (2) multiplied by $47 and shall credit this amount to the
5appropriation account under s. 20.370 (5) (cw). From the appropriation account
6under s. 20.370 (5) (cw), the department shall make payments to the department or
7a county for the purposes specified in par. (b). The department shall make payments
8under par. (bm) for trail maintenance costs that were incurred in the previous fiscal
9year and that exceed the maximum specified under par. (b) 1. before making
10payments for any of the other purposes specified in par. (b).
AB407-ASA1,11 11Section 11. Effective date.
AB407-ASA1,5,1212 (1) This act takes effect on July 1, 2015.
