by giving first priority to appointing
3or nominating qualified electors of the municipality for which an insufficient number
4of nominees appears on the lists. If an insufficient number of qualified electors of the
5municipality can be identified to fill the vacancies, the board of election
6commissioners may appoint, and the mayor, president, or chairperson of the
7municipality may nominate, qualified electors of a county within which the
8municipality is located".
