SENATE AMENDMENT 7, TO SENATE BILL 324

March 11, 2014 - Offered by Senators Lassa, Erpenbach, Carpenter, Harris, Shilling, T. Cullen, C. Larson and Lehman.

SB324-SA7,1,1 At the locations indicated, amend the bill as follows:

SB324-SA7,1,2 1. Page 1, line 2: after "person" insert "and making an appropriation".

SB324-SA7,1,3 2. Page 1, line 3: before that line insert:

SB324-SA7,1,4 " Section 1c. 5.68 (4) of the statutes is amended to read:

SB324-SA7,1,6 5.68 (4) The Except as provided in sub. (7), the cost of compensation of election officials and trainees shall be borne in the manner provided in s. 7.03.

SB324-SA7,1g Section 1g. 5.68 (7) of the statutes is created to read:

SB324-SA7,2,6 5.68 (7) Any municipality that incurs additional costs for mailing ballots for absentee voting as a result of implementing the changes to the law affecting voting by absentee ballots in person under 2013 Wisconsin Act .... (this act) may file a claim with the board for reimbursement of those additional costs. The claim shall be accompanied by appropriate substantiation of all increased costs incurred. The board shall audit the claim and, if the board finds that the municipality has incurred increased costs that would not have been incurred but for the enactment of 2013 Wisconsin Act .... (this act), the board shall reimburse the municipality for those costs. No claim is payable under this subsection unless the claim is filed with the board, together with appropriate substantiation, by the end of the 2nd month beginning after the end of the calendar year in which the costs for implementation of 2013 Wisconsin Act .... (this act) are incurred.".

SB324-SA7,2,7 3. Page 1, line 3: delete " Section 1" and substitute "Section 1r".

SB324-SA7,2,8 4. Page 3, line 4: after that line insert:

SB324-SA7,2,9 " Section 2m. 20.511 (1) (bt) of the statutes is created to read:

SB324-SA7,2,11 20.511 (1) (bt) Absentee voting ballots. A sum sufficient to reimburse municipalities for claims allowed under s. 5.68 (7).".
