TO SENATE BILL 324

SB324-SA7,1,11 At the locations indicated, amend the bill as follows:
SB324-SA7,1,2 21. Page 1, line 2: after "person" insert "and making an appropriation".
SB324-SA7,1,3 32. Page 1, line 3: before that line insert:
SB324-SA7,1,4 4" Section 1c. 5.68 (4) of the statutes is amended to read:
SB324-SA7,1,65 5.68 (4) The Except as provided in sub. (7), the cost of compensation of election
6officials and trainees shall be borne in the manner provided in s. 7.03.
SB324-SA7,1g 7Section 1g. 5.68 (7) of the statutes is created to read:
SB324-SA7,2,68 5.68 (7) Any municipality that incurs additional costs for mailing ballots for
9absentee voting as a result of implementing the changes to the law affecting voting
10by absentee ballots in person under 2013 Wisconsin Act .... (this act) may file a claim
11with the board for reimbursement of those additional costs. The claim shall be
12accompanied by appropriate substantiation of all increased costs incurred. The
13board shall audit the claim and, if the board finds that the municipality has incurred

1increased costs that would not have been incurred but for the enactment of 2013
2Wisconsin Act .... (this act), the board shall reimburse the municipality for those
3costs. No claim is payable under this subsection unless the claim is filed with the
4board, together with appropriate substantiation, by the end of the 2nd month
5beginning after the end of the calendar year in which the costs for implementation
6of 2013 Wisconsin Act .... (this act) are incurred.".
SB324-SA7,2,7 73. Page 1, line 3: delete " Section 1" and substitute "Section 1r".
SB324-SA7,2,8 84. Page 3, line 4: after that line insert:
SB324-SA7,2,9 9" Section 2m. 20.511 (1) (bt) of the statutes is created to read:
SB324-SA7,2,1110 20.511 (1) (bt) Absentee voting ballots. A sum sufficient to reimburse
11municipalities for claims allowed under s. 5.68 (7).".
