TO SENATE BILL 377

SB377-SA1,1,11 At the locations indicated, amend the bill as follows:
SB377-SA1,1,3 21. Page 1, line 2: after "statistics" insert "and review by the Government
3Accountability Board of legislation affecting elections".
SB377-SA1,1,4 42. Page 3, line 11: after that line insert:
SB377-SA1,1,5 5" Section 4m. 13.0955 of the statutes is created to read:
SB377-SA1,1,7 613.0955 Review of legislation affecting elections. (1) Definition. In this
7section, "board" means the government accountability board.
SB377-SA1,2,4 8(2) Report on legislation affecting elections. (a) When legislation that
9directly or substantially impacts election law or the administration or conduct of
10elections in this state is offered or introduced in either house of the legislature, the
11board shall prepare a report on the legislation within 45 days after it is offered or
12introduced. The board shall confer with municipal clerks and boards of election
13commissioners of both rural and urban municipalities and counties about

1anticipated costs or savings associated with the proposed legislation and may
2request any information from other state agencies, local units of government,
3individuals, or organizations that is reasonably necessary for the board to prepare
4the report.
SB377-SA1,2,85 (b) Legislation that requires a report under this section shall have that
6requirement noted on its jacket when the jacket is prepared. When legislation that
7requires a report under this section is offered or introduced, the legislative reference
8bureau shall submit a copy of the legislation to the board.
SB377-SA1,2,119 (c) A report prepared under this section shall be printed as an appendix to the
10legislation about which the report was prepared and shall be distributed in the same
11manner as amendments.
SB377-SA1,2,13 12(3) Information to be contained in the report. The board shall include the
13following information about the proposed legislation in its report:
SB377-SA1,2,1514 (a) A discussion of how the legislation will affect the efficiency and effectiveness
15of election administration.
SB377-SA1,2,1816 (b) A discussion of whether the legislation is consistent with protecting and
17enhancing the right of eligible electors to vote and to have a voice in their
18government.
SB377-SA1,2,2019 (c) A discussion of the anticipated costs or savings to local units of government,
20the board, and the state as a result of implementing the proposed legislation.
SB377-SA1,2,25 21(4) Legislative action on proposed legislation. No public hearing may be held
22before any standing committee on any legislation that requires a report under this
23section or, if no public hearing is to be held, no vote may be taken on the legislation
24by a standing committee until the board has completed its report and the report has
25been printed and distributed as provided under this section.

1Section 5m. Initial applicability.
SB377-SA1,3,32 (1) The treatment of section 13.0955 of the statutes first applies to a bill
3introduced on the effective date of this section.".
