3"(bm) Before submission of the comprehensive implementation plan and the
4waiver under par. (b), the department shall submit for approval the proposed
5comprehensive implementation plan and waiver to the appropriate standing
6committees of the legislature, as determined by the presiding officer of each house.
7The committees may request modification of the proposed comprehensive
8implementation plan and waiver. If either appropriate standing committee requests
9modification, the department shall modify, if possible in light of the requirements of
10par. (b) and any other requests for modification under this paragraph, the proposed
11comprehensive implementation plan or waiver as necessary to accommodate the
12request for modification. The department shall then resubmit the proposed
13comprehensive implementation plan and waiver, as necessary, to the same standing
1committees. If the department is unable to accommodate a request for modification
2because there are conflicting requests or the requested modification would change
3the proposed comprehensive implementation plan or waiver to be inconsistent with
4the requirements of par. (b), the department shall include an explanation of these
5issues with the materials resubmitted under this paragraph. If the committees
6approve the proposed comprehensive implementation plan and waiver, the
7department shall proceed with submission under par. (b).".
