ASSEMBLY SUBSTITUTE AMENDMENT 1, TO ASSEMBLY BILL 338

AB338-ASA1,1,4 An Act to create 20.255 (2) (er) and 115.28 (63) of the statutes; relating to: grants to the Institute for the Transformation of Learning at Marquette University to conduct a summer reading improvement program in Milwaukee and making appropriations.

Analysis by the Legislative Reference Bureau

This substitute amendment requires the Department of Public Instruction to award a grant to the Institute for the Transformation of Learning at Marquette University to conduct a summer reading program in the summers following the 2015-16 and 2016-17 school years.

The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:

AB338-ASA1,1 Section 1. 20.005 (3) (schedule) of the statutes: at the appropriate place, insert the following amounts for the purposes indicated: - See PDF for table

AB338-ASA1,2 Section 2. 20.255 (2) (er) of the statutes is created to read:

AB338-ASA1,2,3 20.255 (2) (er) Milwaukee summer reading improvement program. The amounts in the schedule for the summer reading program under s. 115.28 (63).

AB338-ASA1,3 Section 3. 115.28 (63) of the statutes is created to read:

AB338-ASA1,2,10 115.28 (63) Summer reading improvement program. (a) Submit a request to supplement the appropriation under s. 20.255 (2) (er) with the funds that are held in the appropriation account under s. 20.865 (4) (a) for the purpose described in par. (b), to the joint committee on finance for consideration by the committee at its next quarterly meeting under s. 13.10. Upon approval of the state superintendent's request under this paragraph, the joint committee on finance shall release the funds.

AB338-ASA1,2,14 (b) Distribute the amount appropriated under s. 20.255 (2) (er) to the Institute for the Transformation of Learning at Marquette University to conduct a reading improvement program during the summers following the 2015-16 and 2016-17 school years.

AB338-ASA1,3,3 (c) Require the Institute for the Transformation of Learning at Marquette University to prepare a report at the conclusion of each year, to submit the report to the joint committee on finance, the department, and the appropriate standing committee in each house of the legislature under s. 13.172 (3), and to post the report on the institute's Internet site. The Institute for the Transformation of Learning at Marquette University shall include in the report the number of pupils who participated in the summer reading program and a discussion of the results achieved through the program.

AB338-ASA1,4 Section 4. Fiscal changes.

AB338-ASA1,3,13 (1) In the schedule under section 20.005 (3) of the statutes for the appropriation to the joint committee on finance under section 20.865 (4) (a) of the statutes, as affected by the acts of 2015, the dollar amount for fiscal year 2015-16 is increased by $375,000 for the purpose of funding a summer reading improvement program under section 115.28 (63) of the statutes. In the schedule under section 20.005 (3) of the statutes for the appropriation to the joint committee on finance under section 20.865 (4) (a) of the statutes, as affected by the acts of 2015, the dollar amount for fiscal year 2016-17 is increased by $750,000 for the purpose of funding a summer reading improvement program under section 115.28 (63) of the statutes.
