TO ASSEMBLY BILL 742

AB742-ASA1,1,3 1An Act to amend 20.445 (1) (b) and 106.27 (3); and to create 106.27 (1r) of the
2statutes; relating to: requiring the Department of Workforce Development to
3provide student internship grants and making an appropriation.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB742-ASA1,1 4Section 1. 20.445 (1) (b) of the statutes, as affected by 2015 Wisconsin Act 55,
5is amended to read:
AB742-ASA1,1,96 20.445 (1) (b) Workforce training program; grants and services. As a continuing
7appropriation, the amounts in the schedule for workforce training grants and
8services under s. 106.27 (1) and, (1g), and (1r) and for career and technical education
9incentive grants under s. 106.273.
AB742-ASA1,2 10Section 2. 106.27 (1r) of the statutes is created to read:
AB742-ASA1,2,311 106.27 (1r) Student internship grants. From the appropriation under s.
1220.445 (1) (b), the department shall provide student internship grants to students of

1institutions of higher education, as defined in 20 USC 1001 (a) and (b), who are
2placed with employers for unpaid internships. The department shall determine the
3amount of those grants based on financial need.
AB742-ASA1,3 4Section 3. 106.27 (3) of the statutes is amended to read:
AB742-ASA1,2,245 106.27 (3) Annual report. Annually, by December 31, the department shall
6submit a report to the governor and the cochairpersons of the joint committee on
7finance providing an account of the department's activities and expenditures under
8this section during the preceding fiscal year. The report shall include information
9on the number of unemployed and underemployed workers and incumbent
10employees who participate in training programs under sub. (1); the number of
11unemployed workers who obtain gainful employment, underemployed workers who
12obtain new employment, and incumbent employees who receive increased
13compensation after participating in such a training program; and the wages earned
14by those workers and employees both before and after participating in such a
15training program. The report shall also include information on the extent to which
16waiting lists for enrollment in courses and programs provided by technical colleges
17in high-demand fields are reduced as a result of grants under sub. (1g) (a), on the
18number of high school pupils who participate in certification programs under sub.
19(1g) (b), and on the number of persons with disabilities who participate in
20employment enhancement activities under sub. (1g) (c). In addition, the report shall
21provide information on the number of student interns who receive student
22internship grants under sub. (1r), including information on the number of students
23who are placed in paid internships and the number of students who are placed in
24unpaid internships as a result of those grants.

1(1) Student grant coordinators. In the schedule under section 20.005 (3) of
2the statutes for the appropriation to the department of workforce development under
3section 20.445 (1) (b) of the statutes, as affected by the acts of 2015, the dollar amount
4for fiscal year 2016-17 is increased by $200,000 to increase the authorized FTE
5positions for that department by 2.0 GPR positions for the purpose of coordinating
6the student internship grant program under section 106.27 (1r) of the statutes, as
7created by this act.
