120.255 (2) (cv) Community school start-up grants. The amounts in the
2schedule for grants under s. 115.393.
AB751-AA5,1c 3Section 1c. 115.393 of the statutes is created to read:
AB751-AA5,2,6 4115.393 Community school start-up grants. (1) In this section,
5"community school" means a public school other than a charter school that focuses
6on all of the following:
AB751-AA5,2,87 (a) Improving pupil learning through an engaging, culturally relevant, and
8challenging curriculum and high-quality teaching.
AB751-AA5,2,119 (b) Strengthening families and developing healthier communities by
10integrating academics, health and social services, intergenerational programming,
11youth and community development, and community engagement.
AB751-AA5,2,1312 (c) Working with community partners to provide additional support and
13opportunities to the community surrounding the public school.
AB751-AA5,2,1614 (d) Providing wrap-around support services to pupils and their families,
15including nonemergency medical, dental, nursing, and optometric services and
16individualized social, emotional, and behavioral services.
AB751-AA5,2,19 17(2) The department shall develop and implement a program to provide grants
18for the purpose of planning and implementing community schools. When developing
19the grant program under this subsection, the department shall do all of the following:
AB751-AA5,2,2120 (a) Allocate a portion of the amount appropriated under s. 20.255 (2) (cv) for
21planning and implementing community schools in rural school districts.
AB751-AA5,3,322 (b) Allocate a portion of the amount appropriated under s. 20.255 (2) (cv) for
23planning and implementing community schools in school districts in high-poverty
24school districts. For purposes of this paragraph, a "high-poverty school district" is
25a school district in which at least 50 percent of the school district's enrollment on the

13rd Friday of September in the immediately preceding even-numbered year, as
2rounded to the nearest whole percentage point, was eligible for a free or
3reduced-price lunch in the federal school lunch program under 42 USC 1758 (b).
AB751-AA5,3,94 (c) Allocate a portion of the amount appropriated under s. 20.255 (2) (cv) for
5transforming low-performing schools into community schools. For purposes of this
6paragraph, a "low-performing school" is a public school that was in the lowest 5
7percent of all public schools in the state in the previous school year or that was placed
8in the lowest performance category in the most recent school and school district
9accountability report under s. 115.385.
AB751-AA5,3,1010 (d) Establish a maximum grant award for each community school.
AB751-AA5,3,1211 (e) Require an applicant for a grant to demonstrate that it has secured
12matching funds.
AB751-AA5,3,1313 (f) Require that an applicant for a grant identify a school resource coordinator.
AB751-AA5,3,16 14(2m) From the appropriation under s. 20.255 (2) (cv), the department shall
15award on a competitive basis one or more grants under the program developed under
16sub. (2) to school boards, on behalf of individual schools located in the school district.
AB751-AA5,3,22 17(3) A school board applying for a grant under sub. (2) on behalf of a school in
18the school district shall include in its application a description of the programming
19the school will provide to improve student learning, strengthen families, and develop
20a healthier community, and how the school resource coordinator will coordinate the
21described programming. To qualify for a grant under sub. (2), the school board shall
22include in the programming described in its application at least 3 of the following:
AB751-AA5,3,2323 (a) High-quality child care or early childhood education programming.
AB751-AA5,3,2524 (b) Academic support and enrichment activities, including expanded learning
25time and summer or after-school enrichment and learning experiences.

1(c) Home visitation services by teachers or other professionals.
AB751-AA5,4,32 (d) Programs that promote parental involvement and family literacy, including
3parent leadership development activities and parenting education activities.
AB751-AA5,4,54 (e) Job training, internship opportunities, career counseling services, and
5community service and service-learning opportunities.
AB751-AA5,4,76 (f) Health services, including primary health, school nursing, and dental care,
7mental health counseling services, and nutrition services.
AB751-AA5,4,88 (g) Adult education, including instruction in English as a 2nd language.
AB751-AA5,4,99 (h) Juvenile crime prevention and rehabilitation programs.
AB751-AA5,4,1010 (i) Homeless prevention services.
AB751-AA5,4,1411 (j) Professional development for school administrators, teachers, and
12educational support professionals in culturally responsive teaching and practices
13that promote enhanced understanding, respect, and relationships among staff,
14pupils, families, and the community.
AB751-AA5,4,16 15(4) A grant awarded under sub. (2) is for a 5-year term and is renewable for
16additional 5-year periods.
AB751-AA5,4,20 17(5) Annually, the recipient of a grant under sub. (2) shall submit to the
18department a report describing the recipient's efforts to integrate community school
19programming at the school and the impact of the programming on participating
20children and adults.".
