SB182-ASA1,1,4 1An Act to renumber and amend 256.15 (2); to amend 256.01 (6), (7), (8) and
2(9), 256.15 (2) (title) and 256.15 (11) (a) and (c); and to create 256.15 (2) (b) of
3the statutes; relating to: an exemption from licensing requirements for certain
4out-of-state emergency medical services providers.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB182-ASA1,1 5Section 1. 256.01 (6), (7), (8) and (9) of the statutes are amended to read:
SB182-ASA1,1,96 256.01 (6) "Emergency medical technician — basic" means an individual who
7is licensed by the department to administer basic life support and to properly handle
8and transport sick, disabled or injured individuals or holds a temporary license
9under s. 256.15 (2) (b)
.
SB182-ASA1,1,12 10(7) "Emergency medical technician — intermediate" means an individual who
11is licensed by the department as an emergency medical technician — intermediate
12under s. 256.15 (5) or holds a temporary license under s. 256.15 (2) (b).

1(8) "Emergency medical technician — paramedic" means an individual who is
2specially trained in emergency cardiac, trauma and other lifesaving or emergency
3procedures in a training program or course of instruction prescribed by the
4department and who is examined and licensed as an emergency medical technician
5— paramedic under s. 256.15 (5) or holds a temporary license under s. 256.15 (2) (b).
SB182-ASA1,2,11 6(9) "First responder" means a person who is certified by the department as a
7first responder under s. 256.15 (8) (a) or holds a temporary certificate under s. 256.15
8(2) (b)
and who, as a condition of employment or as a member of an organization that
9provides emergency medical care before hospitalization, provides emergency
10medical care to a sick, disabled or injured individual before the arrival of an
11ambulance, but who does not provide transportation for a patient.
SB182-ASA1,2 12Section 2. 256.15 (2) (title) of the statutes is amended to read:

SB182-ASA1,3 14Section 3. 256.15 (2) of the statutes is renumbered 256.15 (2) (a) and amended
15to read:
SB182-ASA1,2,2516 256.15 (2) (a) Except when acting under s. 257.03 and except as provided in par.
17(b)
, no person may act as or advertise for the provision of services as an ambulance
18service provider unless the person holds an ambulance service provider license
19issued under this section. Except when acting under s. 257.03 and except as provided
20in par. (b)
, no individual may act as or advertise for the provision of services as an
21emergency medical technician unless he or she holds an emergency medical
22technician license or training permit issued under sub. (5). Except when acting
23under s. 257.03 and except as provided in par. (b), no individual may act as or
24advertise for the provision of services as a first responder unless he or she holds a first
25responder certificate issued under sub. (8).

1Section 4. 256.15 (2) (b) of the statutes is created to read:
SB182-ASA1,3,72 256.15 (2) (b) 1. The department may issue to an ambulance service provider,
3emergency medical technician, or first responder who holds an appropriate license,
4training permit, or certificate in a neighboring state a temporary license, training
5permit, or certificate to operate in the area of this state bordering the state in which
6the person holds the license, training permit, or certificate if all of the following are
7true:
SB182-ASA1,3,98 a. The department has made a finding of need in the specific geographical area
9of Wisconsin.
SB182-ASA1,3,1110 b. The person seeking a temporary license, training permit, or certificate is not
11eligible for reciprocal licensing under sub. (7) or (8) (f).
SB182-ASA1,3,1512 2. A temporary license, training permit, or certificate issued under subd. 1. is
13valid for one year and a person may obtain renewal if the department determines a
14need still exists in the area that cannot reasonably be met by providers licensed in
15this state.
SB182-ASA1,3,2016 3. The department shall specify the geographical region in which a person
17holding a temporary license, training permit, or certificate may operate. The
18department may also establish trip limits and impose any other conditions on
19operation the department determines are necessary to protect the health and safety
20of the residents of this state.
SB182-ASA1,5 21Section 5. 256.15 (11) (a) and (c) of the statutes are amended to read:
SB182-ASA1,3,2322 256.15 (11) (a) To restrain or prevent action as an ambulance service provider
23by a person in violation of sub. (2) (a).

1(c) To restrain or prevent action as an emergency medical technician by an
2individual in violation of sub. (2) (a).
