SENATE AMENDMENT 30, TO SENATE SUBSTITUTE AMENDMENT 1, TO SENATE BILL 21

SB21-SSA1-SA30,1,2 1. At the appropriate places, insert all of the following:

SB21-SSA1-SA30,2,1 3. Page 432, line 4: delete lines 4 to 6.

SB21-SSA1-SA30,2,2 4. Page 1488, line 2: after that line insert:

SB21-SSA1-SA30,2,7 "(5u) Legislative council study. The joint legislative council is requested to establish a study committee to review issues related to the educational communications board and to make recommendations regarding the educational communications board's funding, duties, and organization no later than December 1, 2016. The committee should consider all of the following issues:

SB21-SSA1-SA30,2,9 (a) The appropriate level of state funding for the educational communications board.

SB21-SSA1-SA30,2,11 (b) If a lower amount of state funding is appropriate, over what period of time should funding be reduced.

SB21-SSA1-SA30,2,14 (c) Whether the educational communications board should continue to be a provider of materials for elementary and secondary education for grades kindergarten through 12.

SB21-SSA1-SA30,2,17 (d) Whether the educational communications board should continue to serve as the state relay for the emergency alert system and Amber alert system and what other networks, if any, could perform this function.

SB21-SSA1-SA30,2,21 (e) Whether the educational communications board should continue to operate as an independent board or be merged with the broadcast and media innovations division of University of Wisconsin-Extension either as a part of the University of Wisconsin System or as an independent state agency.".

SB21-SSA1-SA30,3,2 "(5u) Programming position authorizations. The authorized FTE positions for the educational communications board, funded from the appropriation under section 20.225 (1) (f) of the statutes, are increased by 7.2 GPR positions for the purpose of programming.".
