SB295-SSA1-SA10,1,8 11.0101 (20) "Mass communication" means a message that is disseminated by means of one or more communications media, a mass electronic communication, a mass distribution, or a mass telephoning, but not including a bona fide poll conducted for the purpose of objectively identifying or collecting data concerning the attitudes or preferences of electors.

SB295-SSA1-SA10,1,11 11.0101 (20d) "Mass distribution" means the distribution of 500 or more pieces of substantially identical material.

SB295-SSA1-SA10,100f Section 100f. 11.0101 (20e) of the statutes is created to read:

SB295-SSA1-SA10,2,3 11.0101 (20e) "Mass electronic communication" means the transmission of 500 or more pieces of substantially identical material by means of electronic mail or facsimile transmission.

SB295-SSA1-SA10,2,6 11.0101 (20f) "Mass telephoning" means the making of 500 or more telephone calls conveying a substantially identical message.

SB295-SSA1-SA10,2,21 11.1002 Reporting; certain mass communications. Any person that makes an expenditure or a disbursement, or incurs an obligation, exceeding $500 cumulatively for the purpose of making a mass communication during the period beginning on the 60th day preceding an election and ending on the date of that election that includes a reference to a clearly identified candidate whose name is certified under s. 7.08 (2) (a) or 8.50 (1) (d) to appear on the ballot at the election shall report the expenditure, disbursement, or obligation to the appropriate filing officer. The person required to submit a report under this section shall do so within 24 hours after making the expenditure or disbursement or incurring an obligation. If the person is subject to continuing reports under this chapter, the person shall also include the information in the person's next report. No later than 24 hours after receiving a report under this section, the filing officer shall transmit a copy of the report to all candidates identified in the mass communication and to all candidates supporting or opposing the candidates identified in the communication.".
