SB615-SA1,1,11 At the locations indicated, amend the bill as follows:
SB615-SA1,1,3 21. Page 1, line 8: after "program" insert " and revenue limit adjustments and
3exceptions from local levy limits for safety measures".
SB615-SA1,1,4 42. Page 2, line 1: before that line insert:
SB615-SA1,1,5 5" Section 1g. 66.0602 (3) (e) 10. of the statutes is created to read:
SB615-SA1,1,76 66.0602 (3) (e) 10. The amount that a political subdivision levies in that year
7as a result of a terrorist attack.
SB615-SA1,1 8Section 1. 66.0602 (3) (m) of the statutes is created to read:
SB615-SA1,2,139 66.0602 (3) (m) If a political subdivision adopts a resolution to develop a safety
10plan for vulnerable locations within the political subdivision, the political
11subdivision and a local law enforcement agency, as defined under s. 121.91 (4) (pf)
121., jointly develop a safety plan for vulnerable locations within the political
13subdivision that specifies the purposes for which the additional amounts levied will

1be expended, and submits the plan to the department of justice and the division of
2emergency management in the department of military affairs, the levy increase limit
3otherwise applicable under this section to a political subdivision in the next
4succeeding year is increased by $100 times the number of residents of the political
5subdivision or $100,000, whichever is greater. A safety plan developed under this
6paragraph shall include a plan for preparation for and response to a potential
7terrorist attack. The political subdivision may use amounts authorized to be added
8to the political subdivision's levy limits under this paragraph to purchase safety
9equipment or to fund the compensation costs of security officers. A levy limit increase
10under this paragraph does not increase the levy limit in any year subsequent to the
11year of increase and the amount of increase is not included in the political
12subdivision's base for determining the levy limit in any year subsequent to the year
13of increase.".
SB615-SA1,2,14 143. Page 7, line 15: after that line insert:
SB615-SA1,2,15 15" Section 2. 121.91 (4) (pf) of the statutes is created to read:
SB615-SA1,2,2016 121.91 (4) (pf) 1. In this paragraph, "local law enforcement agency" means a
17governmental unit of one or more persons employed full time by a city, town, village,
18or county in this state for the purpose of preventing and detecting crime and
19enforcing state laws or local ordinances and the unit's employees are authorized to
20make arrests for crimes while acting within the scope of their authority.
SB615-SA1,3,721 2. The limit otherwise applicable to a school district under sub. (2m) in any
22school year is increased by an amount equal to $100 times the number of pupils
23enrolled in the school district or $40,000, whichever is greater, if the school board
24adopts a resolution to do so, the school board and a local law enforcement agency

1jointly develop a school safety plan that specifies the purposes of the additional
2revenue, the school safety plan is consistent with the school safety plan required
3under s. 118.07 (4), and the school board submits the school safety plan to the
4department, the department of justice, and the division of emergency management
5in the department of military affairs. A school district shall include in a school safety
6plan under this subdivision plan for preparing for and handling a potential terrorist
7attack.
SB615-SA1,3,148 3. A school district may use the excess revenue under this paragraph to
9purchase school safety equipment, fund the compensation costs of security officers,
10plan for a potential terrorist attack, pay for expenses resulting from a terrorist
11attack, and for school safety expenditures consistent with the school safety plan
12required under s. 118.07 (4). Any additional revenue received by a school district
13under this paragraph is not included in the base for determining the school district's
14limit under sub. (2m) for the following school year.".

SB615-SA1,3,16 16" Section 3. Initial applicability.
SB615-SA1,3,18 17(1) The treatment of section 66.0602 (3) (m) of the statutes first applies to a
18resolution adopted by a political subdivision on the effective date of this subsection.
SB615-SA1,3,21 19(2) The treatment of section 121.91 (4) (pf) of the statutes first applies to the
20calculation of a school district's revenue limit for the school year beginning after the
21effective date of this subsection.".
