3"(d) By July 1, 2018, submit to the appropriate standing committees of the
4legislature under s. 13.172 (3) and to the joint committee on finance a report in which
5the state superintendent makes a recommendation as to whether to continue the
6pilot program under this subsection. The state superintendent shall consider, at a
7minimum, the following factors when making his or her recommendation:

1. The number of schools and pupils that participated in the program.

2. The number of businesses and other private entities involved in the program.

3. The adequacy of the funding provided to the program for sustaining the
