AB1-ASA1-AA18,1,11 At the locations indicated, amend the substitute amendment as follows:
AB1-ASA1-AA18,1,3 21. Page 12, line 11: delete the material beginning with that line and ending
3with page 13, line 18.
AB1-ASA1-AA18,1,4 42. Page 37, line 13: delete lines 13 to 16.
AB1-ASA1-AA18,1,5 53. Page 37, line 16: after that line insert:
AB1-ASA1-AA18,1,10 6(6) Escrow account for environmental impacts. Any business that begins
7operations in an electronics and information technology manufacturing zone shall
8establish and fund a trust or escrow account with moneys sufficient to cover the costs
9of mitigating any environmental impacts of the business operation, as determined
10by the department of natural resources.”.

AB1-ASA1-AA18,2,104 281.36 (3r) (f) If a person participating in the in lieu fee subprogram is
5mitigating a discharge into a wetland located in an electronics and information
6technology manufacturing zone designated under s. 238.396 (1m), the department
7shall identify and consider mitigation that could be conducted within the same
8watershed as the wetlands impacted by the discharge and as near as possible to the
9wetlands impacted by the discharge and may locate mitigation outside the
10watershed only if the department determines that local mitigation is not possible.”.

AB1-ASA1-AA18,2,16 12(2e) All agencies of the state preparing a recommendation or report relating
13to a major action in an electronics and information technology manufacturing zone
14designated under section 238.396 (1m) of the statutes shall include a statement on
15the environmental impact of the action as provided in section 1.11 (2) of the
16statutes.”.
