AB8-AA6,1,11 At the locations indicated, amend the bill as follows:
AB8-AA6,1,3 21. Page 1, line 2: after “programs" insert “, coverage of addiction treatment
3under the Medical Assistance program and health insurance policies and plans,".
AB8-AA6,1,4 42. Page 1, line 3: before that line insert:
AB8-AA6,1,5 5 Section 1d. 49.46 (2) (bh) of the statutes is created to read:
AB8-AA6,1,96 49.46 (2) (bh) Benefits provided under par. (b) shall include inpatient and
7outpatient care provided to evaluate, diagnose, and treat a substance use disorder,
8including behavioral health treatment such as psychotherapy and counseling and
9behavioral health inpatient services used to treat a substance use disorder.”.
AB8-AA6,1,10 103. Page 2, line 5: after that line insert:

1609.716 Coverage of substance use disorder treatment. Defined network
2plans and preferred provider plans are subject to s. 632.895 (14d).
AB8-AA6,1r 3Section 1r. 632.895 (14d) of the statutes is created to read:
AB8-AA6,2,134 632.895 (14d) Substance abuse treatment. Every disability insurance policy
5and every self-insured health plan of the state or of a county, city, town, village, or
6school district shall provide coverage for inpatient and outpatient care provided to
7evaluate, diagnose, and treat a substance use disorder, including behavioral health
8treatment, such as psychotherapy and counseling and behavioral health inpatient
9services used to treat a substance use disorder. Coverage required under this
10subsection includes coverage for preexisting substance use disorders an individual
11has before the first date of coverage by the policy or plan. Mental health parity and
12cost-sharing equity requirements in s. 632.89 (2) and (3) apply to the coverage
13required under this subsection.”.
AB8-AA6,2,14 144. Page 2, line 14: after that line insert:
AB8-AA6,2,15 15 Section 2g. Initial applicability.
AB8-AA6,2,1616 (1) Insurance coverage for substance abuse treatment.
AB8-AA6,2,2017 (a) For policies and plans containing provisions inconsistent with this act, the
18treatment of sections 609.716 and 632.895 (14d) of the statutes first applies to policy
19or plan years beginning on January 1 of the year following the year in which this
20paragraph takes effect, except as provided in paragraph (b).
AB8-AA6,3,221 (b) For policies and plans that are affected by a collective bargaining agreement
22containing provisions inconsistent with this act, the treatment of sections 609.716
23and 632.895 (14d) of the statutes first applies to policy or plan years beginning on the

1effective date of this paragraph or on the day on which the collective bargaining
2agreement is newly established, extended, modified, or renewed, whichever is later.
AB8-AA6,2r 3Section 2r. Effective dates. This act takes effect on the day after publication,
4except as follows:
AB8-AA6,3,7 5(1) Insurance coverage for substance abuse treatment. The treatment of
6sections 609.716 and 632.895 (14d) of the statutes and Section 2g of this act take
7effect on the first day of the 4th month beginning after publication.”.
