AB1031-ASA1-AA1,1,11 At the locations indicated, amend the substitute amendment as follows:
AB1031-ASA1-AA1,1,2 21. Page 1, line 6: after “handguns" insert “and school safety hotline".
AB1031-ASA1-AA1,1,3 32. Page 1, line 9: after that line insert:
AB1031-ASA1-AA1,1,4 4 Section 1h. 165.35 of the statutes is created to read:
AB1031-ASA1-AA1,2,2 5165.35 School safety hotline. (1) The department of justice, working in
6conjunction with the departments of health services and public instruction, shall
7enter into a contract with a public or private entity to operate a 24-hour per day
8hotline for receiving reports and other information from the public regarding
9potential self-harm and potential harm or criminal acts directed at students in
10grades kindergarten through 12, school employees, or schools in this state. The
11hotline shall allow reports and information to be submitted in a variety of online or

1wireless communications platforms. The departments shall provide information
2about the hotline on their Web sites.
AB1031-ASA1-AA1,2,5 3(2) (a) The department of justice, working in conjunction with the departments
4of health services and public instruction, shall exercise operational and
5administrative oversight of the hotline under sub. (1).
AB1031-ASA1-AA1,2,86 (b) An individual submitting a report or other information may remain
7anonymous. All reports and information submitted to the hotline shall be kept
8confidential except as follows:
AB1031-ASA1-AA1,2,109 1. Any of the 3 departments may review any report and information submitted
10through the hotline.
AB1031-ASA1-AA1,2,1311 2. Any of the 3 departments or the entity that operates the hotline may direct
12reports and information to law enforcement, school officials, or service providers as
13needed.
AB1031-ASA1-AA1,2,1614 3. Any information or report that suggests that a psychiatric emergency is
15occurring within a county shall be immediately referred to the appropriate county
16department under s. 51.42.
AB1031-ASA1-AA1,2,2017 (c) The department of justice, working in conjunction with the departments of
18health services and public instruction, shall ensure that appropriate training is
19provided to personnel responding to hotline reports and information in all of the
20following areas:
AB1031-ASA1-AA1,2,2221 1. Crisis management, including recognizing mental illness and emotional
22disturbance.
AB1031-ASA1-AA1,2,2423 2. Resources that are available for providing mental health treatment and
24other human services.

13. Any other area any of the 3 departments determines to be relevant to the
2operation and administration of the hotline.
AB1031-ASA1-AA1,3,4 3(3) The department of justice shall work in conjunction with the departments
4of health services and public instruction to do all of the following:
AB1031-ASA1-AA1,3,65 (a) Develop a source of information on available community mental health
6resources and contacts, including mental health services.
AB1031-ASA1-AA1,3,87 (b) Notify schools and law enforcement of the information source developed
8under par. (a).
AB1031-ASA1-AA1,3,129 (c) Recommend that, if the investigation of a case indicates that mental illness
10or emotional disturbance is involved, schools and law enforcement use the
11information source under par. (a) to aid subjects of the investigation and their
12parents or guardians.
AB1031-ASA1-AA1,3,14 13(4) The entity that operates the hotline under sub. (1) shall maintain any report
14or information submitted to the hotline for at least one year.
AB1031-ASA1-AA1,3,17 15(5) The department of justice shall annually submit to the appropriate
16standing committees of the legislature under s. 13.172 (3) a report on the hotline
17under sub. (1).”.
