AB238-ASA1,1,2 1An Act to create 234.66 of the statutes; relating to: work requirements for
2recipients of vouchers under the federal Housing Choice Voucher Program.

This substitute amendment authorizes the Wisconsin Housing and Economic
Development Authority to request approval from the federal Department of Housing
and Urban Development to implement a pilot program that requires a recipient of
a voucher under the federal Housing Choice Voucher Program to satisfy work
requirements as a condition of the voucher. The substitute amendment also provides
that WHEDA may provide certain employment, training, and self-sufficiency
services, in partnership with certain organizations that contract with WHEDA, to
recipients of vouchers under the federal Housing Choice Voucher Program.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB238-ASA1,1 3Section 1 . 234.66 of the statutes is created to read:
AB238-ASA1,2,2 4234.66 Pilot program concerning work requirements under the
5Housing Choice Voucher Program. (1)
(a) The authority may request approval,

1if necessary, from the federal department of housing and urban development for the
2purpose of implementing the pilot program under par. (b).
AB238-ASA1,2,93 (b) The authority may, to the extent approved under par. (a), develop policies
4and procedures for and implement a pilot program that requires certain able-bodied
5adults, as determined by the authority, who receive a voucher under the federal
6Housing Choice Voucher Program to satisfy certain employment, training, and
7self-sufficiency requirements as specified in the policies and procedures. The
8authority may coordinate with state agencies that provide similar services to
9minimize duplication.
AB238-ASA1,2,15 10(2) The authority may develop policies and procedures for and implement a
11program to provide self-sufficiency services to recipients of vouchers under the
12federal Housing Choice Voucher Program. The authority may implement this
13program in partnership with public housing agencies, state agencies, and other
14governmental or nongovernmental organizations that contract with the authority to
15administer the federal Housing Choice Voucher Program.
