SENATE SUBSTITUTE AMENDMENT 1,
TO ASSEMBLY BILL 29

AB29-SSA1,1,2 1An Act to amend 457.08 (4) (c) (intro.); and to create 457.08 (5) of the statutes;
2relating to: practice requirement for licensure as a clinical social worker.

2017 Assembly Bill 29 requires that the 1,000 hours of clinical social work
practice involving face-to-face client contact required under current law to obtain
a clinical social worker license must include a number of hours determined by the
Marriage and Family Therapy, Professional Counseling, and Social Work Examining
Board of treatment of individuals based on a standard diagnostic protocol approved
by the examining board.
This substitute amendment differs from 2017 Assembly Bill 29 in the following
respects:
1. The substitute amendment requires that the 1,000 hours of face-to-face
client contact include the diagnosis and treatment of individuals based on the
Diagnostic and Statistical Manual of Mental Disorders, commonly referred to as the
DSM, or its equivalent, as determined by the examining board.
2. Under the substitute amendment, the examining board may not require
more than 600 hours of the diagnosis and treatment of individuals based on the DSM
or its equivalent.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB29-SSA1,1 1Section 1 . 457.08 (4) (c) (intro.) of the statutes is amended to read:
AB29-SSA1,2,82 457.08 (4) (c) (intro.) Submits evidence satisfactory to the social worker section
3that after receiving a master's or doctorate degree in social work he or she has
4engaged in the equivalent of at least 3,000 hours of clinical social work practice,
5including at least 1,000 hours of face-to-face client contact that includes the
6diagnosis and treatment of individuals based on the applicable edition of the
7Diagnostic and Statistical Manual of Mental Disorders, or its equivalent, as
8determined by the examining board
, supervised by one of the following:

11Disorders.
In its discretion, the examining board may establish a number of hours
12required for the diagnosis and treatment of individuals based on the applicable
13edition of the Diagnostic and Statistical Manual of Mental Disorders or its
14equivalent for purposes of sub. (4) (c). The number of hours required under this
15subsection may not exceed 600.
