AB625-SA1,1,5 5 Section 1m. 49.82 (3) of the statutes is created to read:
AB625-SA1,1,126 49.82 (3) Public assistance advisory committee. (a) The department of health
7services, in consultation with the department of children and families and the
8department of administration, shall create an advisory committee to review
9proposed legislation and proposed requests for approval from the federal
10government of changes to public assistance programs and to review performance
11data, outcomes, and costs of changes to public assistance programs after federal
12approval of changes to those programs.

1(b) The department of health services shall appoint to the advisory committee
2under par. (a) participants in public assistance programs; representatives of
3advocacy groups, including groups that support the rights of individuals with
4physical and invisible disabilities; providers of services under public assistance
5programs; representatives of the state agencies that administer public assistance
6programs; members of the legislature, suggested by the majority and minority
7leaders of both houses of the legislature; and policy experts from organizations such
8as the University of Wisconsin's Population Health Institute and Institute for
9Research on Poverty.
AB625-SA1,2,1210 (c) A state agency that administers a public assistance program that is the
11subject of a proposed waiver request to be submitted to the federal government shall,
12in collaboration with the advisory committee under par. (a), do all of the following:
AB625-SA1,2,1413 1. Hold a public comment period lasting at least 30 days before the development
14of the waiver proposal language.
AB625-SA1,2,1615 2. Conduct no fewer than 3 public hearings on the proposed waiver before the
16waiver is submitted to the federal government.
AB625-SA1,2,1917 (d) No state agency may submit a request to waive federal law involving a
18public assistance program without approval of the proposed waiver request by the
19joint committee on finance.”.
