Page 3, line 2: after “(2)." insert “This subsection does not apply to an individual who does not file an income tax return for the taxable year next preceding the date on which the department receives the individual's application or who is claimed as a dependent on the income tax return of another taxpayer filed for the taxable year next preceding the date on which the department receives the individual's application.".
