SB48-AA1,1,21 At the locations indicated, amend the bill, as shown by senate substitute
2amendment 2, as follows:
SB48-AA1,1,3 31. Page 5, line 15: delete lines 15 to 19 and substitute:
SB48-AA1,1,5 4“(a) The city, town, or village in which the water public utility provides utility
5service to the property has enacted an ordinance that does all of the following:
SB48-AA1,1,66 1. Permits the water public utility to provide the financial assistance.
SB48-AA1,1,107 2. Specifies the water utility service classes of customers for which financial
8assistance may be provided. The ordinance may only specify classes of customers to
9which the water public utility provided service prior to the effective date of this
10subdivision .... [LRB inserts date].
SB48-AA1,1,1311 3. Prohibits the water public utility from imposing any eligibility requirement
12on an owner or property other than that the property receives water utility service
13in a customer class specified in the ordinance under subd. 2.

14. Requires each owner of a premises located in the city, town, or village that
2is serviced by a customer-side water service line containing lead to replace that
3customer-side water service line.”.

SB48-AA1,2,7 5“2. If a water public utility in its application under subd. 1. intends to provide
6grants as financial assistance, the commission may not approve the application
7unless the grants satisfy all of the following:
SB48-AA1,2,98 a. Grants to an owner are limited to no more than 50 percent of the total cost
9to the owner of replacing the customer-side water service line containing lead.
SB48-AA1,2,1210 b. If the water public utility intends to provide grants as a percentage of the
11cost of replacing the customer-side water service line containing lead, that
12percentage is the same for each property.
SB48-AA1,2,1413 c. If the water public utility intends to provide grants as a specific dollar
14amount, that dollar amount is the same for each property.
SB48-AA1,2,1715 3. If a water public utility in its application under subd. 1. intends to provide
16loans as financial assistance, the commission may not approve the application unless
17the loans satisfy all of the following:
SB48-AA1,2,1918 a. Any loan provided may not be forgiven by the water public utility or
19municipality.
SB48-AA1,2,2220 b. If the water public utility intends to provide loans as a percentage of the cost
21of replacing the customer-side water service line containing lead, that percentage
22is the same for each property.

1c. If the water public utility intends to provide loans as a specific dollar amount,
2that dollar amount is the same for each property that is served.”.
