SENATE SUBSTITUTE AMENDMENT 1,
TO SENATE BILL 711

SB711-SSA1,1,3 1An Act to create 20.235 (1) (c) and 39.51 of the statutes; relating to: a pilot
2grant program to support college courses taught in high schools and making an
3appropriation.

This substitute amendment requires the Higher Educational Aids Board to
award grants to school districts, independent charter schools, and private schools
participating in a parental choice program to support dual enrollment programs
taught in high schools. The substitute amendment defines “dual enrollment
programs” as programs or courses of study designed to provide high school students
with the opportunity to gain credits in both high school and a University of Wisconsin
System school, technical college, or a private, nonprofit college. Under the substitute
amendment, grants are awarded to assist high school teachers in covering tuition
expenses for courses taken to meet the minimal qualifications necessary to teach
dual enrollment courses. No grants may be awarded after June 30, 2021.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

SB711-SSA1,2,64 20.235 (1) (c) Dual enrollment credential grants. The amounts in the schedule
5for grants under s. 39.51 (2). No moneys may be encumbered under this paragraph
6after June 30, 2021.
SB711-SSA1,3 7Section 3. 39.51 of the statutes is created to read:
SB711-SSA1,2,8 839.51 Dual enrollment credential grants. (1) In this section:
SB711-SSA1,2,139 (a) “Dual enrollment programs" means programs or courses of study designed
10to provide high school students with the opportunity to gain credits in both high
11school and an institution of higher education, including transcripted credit programs
12or other educational services provided by contract between a school district and an
13institution of higher education.
SB711-SSA1,2,1414 (b) “Institution of higher education” has the meaning given in s. 118.19 (1c) (a).
SB711-SSA1,2,1515 (c) “Membership” has the meaning given in s. 121.004 (5).
SB711-SSA1,2,1616 (d) “School year” has the meaning given in s. 115.001 (13).
SB711-SSA1,3,4 17(2) Beginning in the 2018-19 school year, from the appropriation under s.
1820.235 (1) (c), the board shall award grants to school districts, charter schools
19authorized under s. 118.40 (2r), and private schools participating in a program under

1s. 118.60 or 119.23 to support dual enrollment programs taught in high schools.
2These grants shall be awarded for the purpose of assisting high school teachers in
3covering tuition expenses for courses taken to meet the minimal qualifications
4necessary to teach dual enrollment courses.
SB711-SSA1,3,6 5(3) In each school year, the board shall award at least one grant under sub. (2)
6to each of the following:
SB711-SSA1,3,87 (a) A school district the membership of which in the previous school year was
8fewer than 650 pupils.
SB711-SSA1,3,109 (b) A school district the membership of which in the previous school year was
10650 to 1,600 pupils.
SB711-SSA1,3,1211 (c) A school district the membership of which in the previous school year was
12more than 1,600 pupils.
SB711-SSA1,3,1313 (d) A charter school established under s. 118.40 (2r).
SB711-SSA1,3,1414 (e) A private school participating in the program under s. 118.60 or 119.23.
SB711-SSA1,3,19 15(4) Following the school year in which a school district, charter school
16authorized under s. 118.40 (2r), or private school participating in a program under
17s. 118.60 or 119.23 receives a grant under sub. (2), the school district, charter school,
18or private school shall submit to the board a report that includes all of the following
19information:
SB711-SSA1,3,2120 (a) The number of high school teachers who received financial assistance
21funded by the grant.
SB711-SSA1,3,2322 (b) The total number of postsecondary credits completed by high school
23teachers that were funded by the grant.
SB711-SSA1,3,2524 (c) The number of high school teachers described under par. (a) who are
25minimally qualified to teach dual enrollment courses.

1(5) No grant may be awarded under this section after June 30, 2021.
SB711-SSA1,4 2Section 4 . Nonstatutory provisions.
SB711-SSA1,4,63 (1) Report. No later than January 31, 2021, the higher educational aids board
4shall submit a report to the joint committee on finance assessing the effectiveness
5of the grant program under section 39.51 of the statutes and specifically including
6all of the following information for each of the first 2 years of the program:
SB711-SSA1,4,87 (a) The total number of grant applicants and the total number of grant
8recipients.
SB711-SSA1,4,99 (b) The total dollar amount of grants awarded.
SB711-SSA1,4,1110 (c) The total number of course credits completed by high school teachers that
11are funded with the grant proceeds.
