EMPLOYMENT
This bill requires DWD to allocate $50,000 for the purpose of conducting a study regarding the feasibility of establishing a program, using a social impact bond model, to assist claimants for unemployment insurance benefits by offering them mobility grants to relocate to areas with more favorable employment opportunities.

The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:
Section 9151. Nonstatutory provisions; Workforce Development.
(1) Mobility grant study. From the appropriation under section 20.445 (1) (m) of the statutes, the department of workforce development shall, if such funds are available, allocate $50,000 in the 2017-19 fiscal biennium for the purpose of conducting a study regarding the feasibility of establishing a program, using a social impact bond model, to assist claimants for unemployment insurance benefits under chapter 108 of the statutes by offering them mobility grants to relocate to areas with more favorable employment opportunities.
